SUBJECT:
A resolution authorizing the submission of a grant application and authorizing the acceptance of funds, if awarded, for the Safe Neighborhoods Program, CFDA No. 16.609, in an amount not to exceed $79,992.00 for 12 months beginning October 1, 2019.
SUMMARY:
This resolution authorizes the submission of a grant application and authorizes the acceptance of funds, if awarded, from the Office of the Governor, to increase Stand Up SA capacity to establish meaningful, collaborative, and sustainable partnerships within targeted neighborhoods, educate the public regarding methodologies to reduce gun violence and recidivism, and to purchase computer hardware and software, in an amount not to exceed $79,992.00 for 12 months beginning October 1, 2019.
The above referenced request for funding included a project narrative, problem statement, budget and budget narrative due on April 24, 2019.
Furthermore, this resolution authorizes the Director of Metro Health to initiate, negotiate, and execute any and all necessary documents and a grant contract to effectuate the acceptance of the referenced grant, and to execute contract amendments pertaining to this contract, to include a) carry-over funds, when ascertained and approved by the funding agency through a revised notice of award; b) line item budget revisions authorized by the funding agency; c) modifications to the performance measures authorized by the funding agency and listed in the contract so long as the terms of the amendment stay within the general parameters of the intent of the grant; d) no cost extensions; e) amendments which will provide supplemental grant funds to the grant by the funding agency in an amount up to 20% of the total amount awarded to the grant; f) reimbursement increases of administrative funds for each participant served; g) amendments funding one time equipment purchases or defined program services; and h) changes in regulations mandated by the funding agency.
BACKGROUND INFORMATION:
According to the U. S. Census Bureau, San Antonio’s population in 2014 was 1,436,697 making it the 7th largest city in the United States. During 2014, San Antonio was ranked 7th, out of the top 10 most populated cities in the United States in the number of homicide deaths, with 7.17 deaths per 100,000 population. The total number of homicides listed on the San Antonio Police Department (SAPD) website for San Antonio in 2014 was 103. In 2014, there were 33 murders in Stand Up SA’s target area, comprised of four neighborhoods. The population of the four neighborhoods was 83,520. This equates to one-third of all the murders in the City of San Antonio being committed within the boundaries of these four neighborhoods. These neighborhoods contain only six percent of the population of San Antonio.
The goals of Metro Health’s Stand Up SA program include establishing meaningful, collaborative, and sustainable partnerships within targeted neighborhoods and educating the public regarding methodologies to reduce gun violence. With funding from the Governor’s Office, Metro Health will:
• Hire a Temporary Full-time Senior Management Analyst; and
• Purchase a laptop computer/software for the Senior Management Analyst.
The notice for this grant was posted on the Governor’s web site on March 25, 2019 with a due date of April 24, 2019. This short timeframe did not allow Metro Health enough time to get a request for the application to City Council for approval. On April 23, 2019 a Special Category Grant Opportunity form was approved for the application. The application was submitted on the due date, April 24, 2019.
ISSUE:
Metro Health requests City Council authorize the acceptance of funds, if awarded, from the Office of the Governor for the Safe Neighborhoods Program. Metro Health’s Stand Up SA Program works to establish meaningful, collaborative, and sustainable partnerships within targeted neighborhoods and educate the public regarding ways to reduce gun violence and recidivism. Metro Health proposes to use these funds to perform intensive case management services, including screening, assessments, and referrals to families with the highest needs such as those related to children and families experiencing trauma, exposure to violence and other at-risk factors impacting the well-being of children and families.
ALTERNATIVES:
Should City Council not authorize Metro Health’s application to participate in the Safe Neighborhoods Program, the department would forego the opportunity to apply for additional resources and utilize the funds, if awarded, to oversee the development and implementation of proactive analysis utilizing recently implemented software systems and other analytical tools to develop actionable strategic information.
FISCAL IMPACT:
A resolution authorizing the submission of a grant application to and authorizing the acceptance of funds from the Office of the Governor for the Safe Neighborhoods Program in an amount not to exceed $79,992 beginning October 1, 2019 through September 30, 2020. There will be no fiscal impact to the Health Department’s FY 2019 Adopted Budget.
RECOMMENDATION:
Staff recommends City Council authorize the acceptance of grant funds upon award for the Safe Neighborhoods program, funded by the Office of the Governor.
