SA Tomorrow Area Planning Services Professional Services Agreement Amendment
SUMMARY:
Ordinance authorizing an amendment to the SA Tomorrow Area Planning Consultant Services Professional Services Agreement with Moore Iacofano Goltsman, Inc. pertaining to the Phase 1 Sub-Area Plans development and completion by extending the term from September 2019 to September 2020, with an option for an additional six month extension, to allow enhanced public engagement and creation of dual-language websites for an additional amount of $340,220.00, and for a total amount not to exceed $1,385,220.00.
BACKGROUND INFORMATION:
The City of San Antonio is projected to grow significantly over the next two decades and developing a plan to accommodate that growth was the driving objective for the development of the SA Tomorrow Comprehensive Plan. The SA Tomorrow Comprehensive Plan was adopted by City Council on August 11, 2016. This Comprehensive Plan recommends the development of sub-area plans that focus analysis and policy recommendations to more specific geographical areas. The three types of sub-area plans identified in the Comprehensive Plan include Regional Center Plans, Corridor Plans, and Community Plans.
In Fiscal Year 2017, City Council approved Ordinance 2017-03-30-0169 authorizing the execution of a professional services agreement with Moore Iacofano Goltsman, Inc. (MIG), in the amount not to exceed $1,045,000.00 for consultant services pertaining to the development of the first phase of sub-area plans to implement the SA Tomorrow Comprehensive Plan. The Phase 1 plan areas include the Brooks Area Regional Center, the Midtown Area Regional Center, the UTSA Area Regional Center, the Medical Center Area Regional Center, the Downtown Area Regional Center, and the Westside Community Area. The development and adoption of sub-area plans was originally anticipated to be a 12 to 15-month process, with the six Phase 1 plans being completed on a staggered schedule throughout Summer and Fall of 2018.
In early 2018, development and completion of the Phase 1 plans were delayed while the City deliberated adoption of new Comprehensive Land Use Categories to be used throughout all sub-area plans, conducted community engagement to inform the new land use category definitions, and began the process of amending the City’s Unified Development Code to include the new land use categories. In Fiscal Year 2018, the Phase 1 contract was administratively amended to extend the term of the contract from March 2019 to September 2019, in accordance with the original contract provisions, to accommodate the extended land use deliberations.
The Phase 1 plans were originally anticipated to be drafted, published for public review and comment, and brought to Planning Commission and City Council for final consideration on a staggered timeline, with the first plan to be adopted in May 2018. However, because the Future Land Use Map serves as a foundational document for the analysis that informs the sub-area plan recommendations, the Phase 1 planning process was paused until the Comprehensive Land Use Categories were adopted by City Council in October 2018. Once the new land use categories were adopted, work resumed on the Phase 1 plans. Additionally, some previously completed Phase 1 tasks had to be revisited and revised to reflect the final Comprehensive Land Use Categories, which were changed by City Council during the adoption process. The additional scope of services included in this contract amendment reflects additional tasks and processes that were requested by stakeholders and City Council, as well as those identified by both the Consultant and City staff as being necessary for the development of successful Sub-Area Plans.
In Fiscal Year 2019, the Planning Department received funding to have the Phase 1 plans translated into Spanish after they have been adopted by City Council. As the plans are intended to live as digital documents, or e-plans, on individual websites dedicated to each plan area, these websites will need to be enhanced to accommodate the additional content and easily toggle between English and Spanish. In addition to the text content, all graphic content such as maps and charts will also be translated.
ISSUE:
An ordinance authorizing an amendment to the SA Tomorrow Area Planning Consultant Services Professional Services Agreement with Moore Iacofano Goltsman, Inc. pertaining to the Phase 1 Sub-Area Plans development and completion by extending the term to allow enhanced public engagement and creation of dual-language websites, for the additional amount of $340,220.00 for a total amount not to exceed $1,385,220.00.
The consultant contract with Moore Iacofano Goltsman, Inc. will provide the City of San Antonio with the first round of Sub-Area Plans to implement the SA Tomorrow Comprehensive Plan that was adopted by City Council on August 11, 2016. Specific scope enhancements in the contract amendment include additional revisions to maps and analysis, public engagement efforts and materials, text-based draft documents for public review and adoption proceedings, improvements to the project websites used throughout the planning process and that will host the final e-plan, as well as translation of the final plans into Spanish, the creation of Spanish-language e-plan websites, and continued project management for the extended Phase 1 timeline. A number of the tasks required for this first phase of sub-area planning will serve as templates for future phases, and will not need to be repeated in future planning efforts, such as the development of Comprehensive Land Use Categories and the creation of website architecture. Other additional tasks identified throughout the Phase 1 planning process have already been incorporated into the work plans for future phases of sub-area plans. The term of the contract will be extended from September 2019 to September 2020 to allow for the completion, adoption, translation, and creation of dual language websites for each of the Phase 1 sub-area plans.
ALTERNATIVES:
As an alternative, City Council could choose not to approve this contract amendment; however, the budget for the original contract is approximately 90% expended. If the contract amendment is not approved, the Phase 1 planning process will cease before the completion and adoption of the remaining Phase 1 plans. This would impede implementation of the SA Tomorrow Comprehensive Plan and damage the current momentum of the sub-area planning process.
FISCAL IMPACT:
This Ordinance authorizes an amendment to the SA Tomorrow Area Planning Consultant Services Professional Services Agreement with Moore Iacofano Goltsman, Inc. pertaining to the Phase 1 Sub-Area Plans development and completion by extending the term from September 2019 to September 2020, with an option for an additional six month extension, to allow enhanced public engagement and creation of dual-language websites for an additional amount of $340,220.00, and for a total amount not to exceed $1,385,220.00. Funding for this item is included in the FY 2019 General Fund Budget.
RECOMMENDATION:
Staff recommends authorizing the contract amendment in the amount of $340,220.00 for the Professional Services Agreement with Moore Iacofano Goltsman, Inc. (MIG) for SA Tomorrow Area Planning Consulting Services.
