SUBJECT: 86th State Legislative Session Recap

 

SUMMARY:

Briefing to provide a general overview of legislation filed and passed during the 86th State Legislative Session.

 

BACKGROUND INFORMATION:

The 86th Regular State Legislative Session ran from January 8, 2019 to May 27, 2019. On November 15, 2018, City Council approved the City’s State Legislative Program, which provides an overview of the City’s priorities and guides the City’s legislative activity at the Capitol.

 

During the 86th, 7,851 bills and constitutional amendments were filed; of these, only 1,563 passed. Bills passed by the legislature have been sent to the Governor for signature. The Governor has until June 16th to sign or veto bills, or allow them to become law without a signature.

 

The City of San Antonio tracked and monitored 1,600 bills during the session. During the B Session, Government and Public Affairs staff will provide a recap of legislation the City actively supported and opposed, as well as the outcome of specific bills.

 

ISSUE:

The recap will align with the City’s State Legislative Program and will include updates on legislation related to the following:

                     Property tax revenue caps

                     Right-of-Way fees

                     Publicly-funded lobbying

                     Relocation of Alamo Cenotaph and other historic monuments

                     CPS revenues and authority

                     Economic development incentives

                     Military infrastructure funding

                     Statewide smoking age

                     Workers Compensation for firefighters with cancer

                     Extraterritorial Jurisdiction regulations
