ADDR-SNC-19-12700001 Street Name Change of Perez St. to Robert B. Green Way

 

 

SUMMARY:

 

Street Name Change Case ADDR-SNC-19-12700001 (Districts 5): A request by University Health System for approval of a resolution to change Perez St. to Robert B. Green Way, between N. Frio St. and IH 35 within City Council District 5

 

BACKGROUND INFORMATION:

The hospital was designated a City of San Antonio Historic Landmark in 1988. This street name change is proposed to honor the life and legacy of Robert B Green in San Antonio, which is centered around this historic landmark.

 

Analysis and Notification Process:

 

This street name change was processed in accordance with Chapter 6 Section 672(c)(3) of the City Code that states although choices for names are unlimited, names generally should be chosen to reflect (3) memorials to San Antonio or local leaders or public figures. The process includes review by internal city departments and external development agencies, a public input and hearing process including a community meeting with property owners impacted by the proposed street renaming, Planning Commission consideration and City Council consideration.  This request is to honor the life and legacy of Robert B. Green.

 

This Street Name Change would require one address change.

 

The segment consists of approximately eight hundred and forty four (844) linear feet and 3 mounted signs.

 

Inter-departmental Technical Review:

All City Departments reviewed the proposed request in accordance with Chapter 6 Section 675 of the City Code. The technical review included:

 

                     All City Departments

                     Alamo Regional Mobility Authority

                     Bexar County

                     Bexar Metro 9-1-1 Network

                     CPS Energy

                     Development Services

                     Office of Historic Preservation

                     San Antonio, ISD

                     San Antonio Water System (“SAWS”)

                     Texas Department of Transportation (TXDOT)

                     Transportation & Capital Improvement

                     United States Postal Service (USPS)

                     VIA Metropolitan Transit

 

Development Services Department only received concerns from the Office of Historic Preservation, as detailed above. In addition, the United States Postal Service approved the proposed street name change on February 12, 2019 in accordance with Chapter 6 Section 675 of the City Code and Chapter 35 Section 506(h) of the Unified Development Code (“UDC”).

 

The following summarizes the notification and outreach process facilitated by DSD upon receiving the request:

 

Historic Design Review Commission Consideration: April 17, 2019 - HDRC recommended denial

-                     HDRC Recommendation of denial due to historical significance

-                     Office of Historic Preservation Recommendation: “Staff does not recommend approval of the street name change based on findings a and b. Staff recommends retaining the Perez Street name to retain association with the remaining historic houses on the block, the history of the Perez family, and the history of development on the City’s near Westside. Staff recommends that the applicant instead pursue a Memorial Street Name Designation, which does not constitute a formal change, an alternative.”

 

Community Meeting: April, 25, 2019 held at RBG Tower (903 W. Martin) 

-                     2 Notices mailed to property owners abutting the segment of the street proposed street name change. Notices were not mailed to Neighborhood Associations as there is no registered neighborhood association in the area. 

 

Planning Commission Public Hearing and Notification: May 22, 2019 - Planning Commission recommended Approval

-                     2 Notices mailed to property owners abutting the segment of the street proposed street name change. Notices were not mailed to Neighborhood Associations as there is no registered neighborhood association in the area.

 

 

 

ISSUES:

 

Approval of this request will require one address change, the hospital parking lot, currently addressed on 211 Perez Street.

 

 

ALTERNATIVES:

 

Denial of this request will result in the street name remaining as Perez Street. The applicant could also pursue a Memorial Street Name Designation.

 

 

 

 

FISCAL IMPACT:

 

The anticipated costs for the project totals $2,160.00. This includes an application fee of $1,000.00, estimated notification fee of $9.00, and COSA sign manufacturing and installation cost of $1,151.00 for ground mounted signs. All costs have been paid by applicant. 

 

RECOMMENDATION:

 

This proposed street name change meets the criteria of Chapter 6 Section 672(d)(7) of the City Code.  Staff recommends denial of the proposed change to rename Perez Street to Robert B. Green Way, between N. Frio and IH 35, with an alternate recommendation for a memorial designation.
