Amendment & Funding Agreement for Corrugated Metal Pipe (CMP) Pilot Program
SUMMARY:
Consideration of the following items related to the Corrugated Metal Pipe (CMP) Pilot Program:
A. An ordinance authorizing the execution of an amendment to a Professional Services Agreement with RJN Group, Inc., increasing the contract by $250,000.00 for a total contract value of $4,500,000.00 to provide the Planning and Programming Phase of the Corrugated Metal Pipe (CMP) Pilot Program. Funds are available from the Storm Water Operating Fund.
B. An ordinance authorizing a funding agreement with the University of Texas at San Antonio (UTSA) in an amount not to exceed $750,000.00 for testing trenchless pipe rehabilitation methods of Corrugated Metal Pipe (CMP) as part of the Testing Phase of the CMP Pilot Program. Funds are available from the Storm Water Operating Fund.
BACKGROUND INFORMATION:
Project Background
An estimated 55 miles of Corrugated Metal Pipe (CMP) currently resides under City's streets for the purpose of conveying storm water runoff from the surface to the creekways in order to alleviate flooding. Within the last several years, there has been a significant increase in the amount of CMP failures in which these pipes have either become severely corroded or collapsed, resulting in emergency pipe repairs and pavement failures.
Given the immediate concern for the public's health and safety, a comprehensive pilot program was funded in FY 2019 to begin the process of developing a proactive approach that will plan, prioritize and execute the rehabilitation of the failing CMP network. This program will explore several types and methodologies of spray lining currently in the market in order to determine which specific method is best for the City while maximizing any allocated funding.
RJN Group, Inc. will provide the Planning and Programming Phase of the CMP Pilot program involving a detailed study recommending four trenchless rehabilitation technologies conducive for the conditions in the City, develop a risk-based prioritization of the CMP assets, develop a trenchless technologies selection matrix and cost estimate for the completion of the City’s CMP system. These services are anticipated to begin in July 2019 and are estimated to be completed by September 2019.
The agreement with UTSA will provide for the Testing Phase of the CMP Pilot Program which will involve testing four trenchless rehabilitation technologies covering 1,500 feet of failing CMP. These services are anticipated to begin in July 2019 and are estimated to be completed by September 2019.
Previous Council Action
On March 30, 2017, through Ordinance 2017-03-30-0195, City Council authorized the execution of a Professional Services Contract with RJN Group, Inc. in an amount not to exceed $4,250,000.00 to provide underground storm drain pipe video inspection and pipe condition assessment, collection of related surface storm water infrastructure and mapping.
Procurement of Services
A. A Request for Qualifications (RFQ) was released in August 2016. The RFQ was advertised in the San Antonio Hart Beat, on the City's website, and the Texas Electronic State Business Daily in August and September 2016. Responses were due on September 29, 2016. Three firms responded to the RFQ and submitted their Statement of Qualifications (SOQs) and all were deemed responsive. A Selection Committee consisting of representatives from TCI evaluated, scored and ranked the submissions. Scoring was based on the published evaluation criteria, which included: experience and qualifications of the team, the team’s experience with San Antonio issues and past experience with City of San Antonio projects and understanding of the project and proposed management plan. The contract was awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set 10 Emerging Small Business Enterprise points and 10 Minority/Women Business Enterprise points for a total of 20 points as part of the evaluation process.
B. Services will be acquired through a Funding Agreement with the University of Texas at San Antonio.
ISSUE:
Consideration of the following items related to the Corrugated Metal Pipe (CMP) Pilot Program:
A. This ordinance authorizes the execution of an amendment to the Professional Services Agreement with RJN Group, Inc., increasing the contract amount by $250,000.00 for a total contract value of $4,500,000.00 to provide the Planning and Programming Phase of the Corrugated Metal Pipe (CMP) Pilot Program.
The Planning and Programming Phase Services related to this phase are as follows:
• Develop an algorithm to estimate the annual quantity of CMP from on-going televising program by exporting database information from GIS
• Prioritize the locations/segments of the CMP to be repaired
• Develop a matrix that identifies when/how to use each method based on criteria such as cost, reliability, history, warranty, availability, application use and limitations
• Determine the best rehabilitation method that best suits each CMP location
• Develop an estimated cost to repair the remaining CMP system
• Recommend an annual program budget and required resources
B. This ordinance authorizes the execution of a funding agreement with the University of Texas at San Antonio (UTSA) in an amount not to exceed $750,000.00 for testing trenchless pipe rehabilitation methods of Corrugated Metal Pipe (CMP) as part of the Testing Phase of the CMP Pilot Program.
The Testing Phase Services related to this phase are described below:
• Identify a minimum of 1,500 feet of CMP for trenchless rehabilitation. These locations will be selected out of TCI’s televised underground inventory, whereas the CMP segments scored an “F” condition rating.
• Select a minimum of four trenchless application types based on recommendations provided by the Planning and Programming Phase of the CMP Pilot Program
• Utilize one to four trenchless construction companies to complete the rehabilitation of approximately 1,500 LF of CMP
ALTERNATIVES:
As an alternative, City Council could choose not to approve this Professional Services Agreement amendment and Funding Agreement requiring staff to submit a Request for Qualifications (RFQ) for these services; however, this would significantly impact the timely completion of this project and the project would lack the valuable expertise and knowledge of the university.
FISCAL IMPACT:
A. This is a one-time capital improvement expenditure in the amount of $250,000.00 for a total contract value of $4,500,000.00 to provide the Planning and Programming Phase of the Corrugated Metal Pipe (CMP) Pilot Program. Funds are included and available in the FY 2019 Storm Water Operating Fund Adopted Budget.
B. This is a one-time capital improvement expenditure in the amount of $750,000.00 for the Testing Phase of the Corrugated Metal Pipe (CMP) Pilot Program. Funds are included and available in the FY 2019 Storm Water Operating Fund Adopted Budget.
RECOMMENDATION:
A. Staff recommends the execution of this amendment to a Professional Services Agreement with RJN Group, Inc., increasing the contract by $250,000.00 for a total contract value of $4,500,000.00 to provide the Planning and Programming Phase of the Corrugated Metal Pipe (CMP) Pilot Program.
B. Staff recommends the execution of this funding agreement with the University of Texas at San Antonio (UTSA) in an amount not to exceed $750,000.00 for the Testing Phase of the Corrugated Metal Pipe (CMP) Pilot Program.
