SUBJECT:

 

Contract Award:  E. Highland Boulevard Street Reconstruction and Drainage

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a construction contract to E-Z Bel Construction, LLC in the amount of $767,942.00 of which $216,495.50 will be reimbursed by San Antonio Water System (SAWS) for the E. Highland Boulevard Street Reconstruction and Drainage Project, a 2012 General Obligation Bond funded project, located in Council District 3.

 

BACKGROUND INFORMATION:

 

On September 14, 2017, a budget amendment in the amount of $785,000.00 was approved by City Council for the E. Highland Boulevard Street Reconstruction and Drainage Project located in Council District 3.

 

The project will provide for new drainage inlets and upgrades to the existing underground drainage system located at the intersection of S. New Braunfels and E. Highland Boulevard, as well as street reconstruction of E. Highland Boulevard to eliminate localized flooding. 

Procurement of Services

This project was advertised for construction bids on March 27, 2019 in the San Antonio Hart Beat, on the City's website, on the Texas Electronic State Business Daily, on TVSA, and through the TCI Small Business Economic Development Advocacy (SBEDA) Office.  Plans were available to potential bidders through the CIVCAST electronic bidding site.  Bids for this Project were opened on April 23, 2019 and three (3) bids were received.  Of these, E-Z Bel Construction, LLC submitted the lowest responsive bid. A summary of the bid outcome is included as an attachment.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract.  The Goal Setting Committee set a 21% Minority/Women Business Enterprise (M/WBE) and a 1% African-American Owned Business Enterprise (AABE) subcontracting goal.  E-Z Bel Construction, LLC has agreed to meet the subcontracting goals.


This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance accepts the lowest responsive bid and awards a construction contract to E-Z Bel Construction, LLC in the amount of $767,942.00 of which $216,495.50 will be reimbursed by San Antonio Water System (SAWS) for the E. Highland Boulevard Street Reconstruction and Drainage Project, a FY 2019 Capital Improvement Program funded project, located in Council District 3.

The project will provide for new drainage inlets and upgrades to the existing underground drainage system located at the intersection of S. New Braunfels and E. Highland Boulevard, as well as street reconstruction of E. Highland Boulevard to eliminate localized flooding.

Project construction is anticipated to begin in Summer 2019 and estimated to be completed by Winter 2019.  Construction activities will take place six days a week, sunrise to sunset.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise the project. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $767,942.00 payable to E-Z Bel Construction, LLC.  Of this amount, $216,495.50 will be reimbursed by SAWS.  Funds are available from a 2012 General Obligation Bond funded project and is included in the FY 2019 - 2024 Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $767,942.00, of which $216,495.50 will be reimbursed by San Antonio Water System payable to E-Z Bel Construction, LLC for construction of the E. Highland Boulevard Street Reconstruction and Drainage Project.
