Terminal-A Ramp Lighting Upgrade for the Aviation Department

 

 

SUMMARY:

 

This ordinance authorizes a contract with Zachman Enterprises, Inc. dba Fred Clark Electrical Contractor to provide the Aviation Department and the San Antonio International Airport (SAT) with a Terminal-A Ramp Lighting Upgrade for a total cost of $109,692.00.  Funding is available from the FY 2019 Airport Operating and Maintenance Fund.

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the attached tabulation of eight bids to upgrade the existing Terminal-A exterior ramp lighting fixtures.  This upgrade of existing ramp lighting fixtures with LED fixtures and bullhorns will help ensure the safety of personnel operating on the airfield ramp area.  The Aviation Department is recommending awarding the low bidder, Zachman Enterprises, Inc. dba Fred Clark Electrical Contractor, in the amount of $109,692.00.

 

The lighting upgrade will include the replacement of existing Terminal-A exterior fixtures with new LED floodlight fixtures.  The upgraded fixtures will provide better lighting to enhance safety for night time aircraft operations and people working on the Terminal-A ramp area. Contractor will provide all labor, equipment, materials, tools, supplies, permits, and transportation necessary to complete the job.

 

 

ISSUE:

 

In order to provide improved lighting in the Terminal-A ramp area, the Aviation Department will upgrade existing lighting fixtures to ensure the safety of all employees and tenants.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program. Fred Clark Electrical Contractor is a small, minority, women-owned firm that will be self-performing the 16% Minority and/ or Women-Owned Business Enterprise (M/WBE) subcontracting goal.

 

The recommended award is to the lowest responsive bidder, who is also a local business; therefore, application of the Local Preference Program is not required.

 

The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

Should this contract not be approved, the Terminal-ramp lighting will need to be addressed through other means. Deferred implementation would expand the window of time in which incidents could occur pending the needed improvement in lighting levels. 

 

 

FISCAL IMPACT:

 

Ordinance approving a contract with Fred Clark Electrical Contractor to provide the Aviation Department and the San Antonio International Airport (SAT) with a Terminal-A Ramp Lighting Upgrade for a total cost of $109,692.00.  Funding is available from the FY 2019 Airport Operating and Maintenance Fund.

 

RECOMMENDATION:

 

Staff recommends the approval of this contract with Zachman Enterprises, Inc. dba Fred Clark Electrical Contractor for a total cost of $109,692.00.

 

This contract was procured on the basis of low bid, and a Contract Disclosure Form is not required.
