On-Call Professional Asbestos, Lead-Based Paint and Mold Consulting Services Agreements

 

 

SUMMARY:


An ordinance authorizing four on-call professional services agreements with ALEO Environmental Enterprises, Incorporated, ATC Group Services LLC, Apex TITAN, Inc. and Terracon Consultants, Inc., each in an amount not to exceed $325,000.00.  Each agreement is for a term of one year with an option to renew either, all or neither of the agreements for two one-year extensions under the same terms and conditions.  Services provided by these agreements include on-call asbestos, lead-based paint and mold consulting services related to transportation and capital improvement projects citywide. 

 

 

BACKGROUND INFORMATION:

 

Project Background

The Transportation & Capital Improvements Department (TCI), through its Environmental Management Division, assesses environmental impairments and oversees asbestos, lead-based paint and mold environmental assessments for capital improvement projects associated with the 2017-2022 Bond program.  Staff utilizes these on-call environmental consulting contracts on an as-needed basis to assist with various environmental investigations.

 

There is environmental work associated with current and future City capital improvement projects.  These on-call contracts will allow staff to continue addressing the assessment of asbestos, lead-based paint and mold for projects per state regulatory requirements adhering to the current construction schedule.  The costs for an asbestos or lead-based paint assessment for one project could range up to $20,000.00; therefore, necessitating the need for four on-call contracts at a value of $325,000.00.  However, the City makes no minimum guarantee pertaining to the volume of work that may be expected from each consultant under these on-call contracts.

 

Procurement of Services

A Request for Qualifications (RFQ) for On-Call Professional Asbestos, Lead Base Paint and Mold Consulting Services was released on October 24, 2018. Ten firms responded and submitted their Statement of Qualifications (SOQ).  A selection committee made up of City staff from TCI, evaluated and scored the SOQs based on the published evaluation criteria, which included experience, background and qualifications of the firms and key personnel, the firms' understanding of the project and management plan, and teams experience with the City of San Antonio contracts.  The selection committee recommends that contracts be awarded to the four firms.  The required Discretionary Contracts Disclosure Forms are attached.

 

Due to the utilization of federal dollars, the Disadvantaged Business Enterprise (DBE) program of the State of Texas was utilized in place of the Small Business Economic Development Advocacy Program. The DBE goal for this project is 10%.  ALEO Environmental Enterprises, Incorporated, ATC Group Services LLC, Apex TITAN, Inc. and Terracon Consultants, Inc. have committed to 10% DBE subcontractor participation.

 

 

ISSUE:


This ordinance authorizes the execution of four on-call professional services agreements with ALEO Environmental Enterprises, Incorporated, ATC Group Services LLC, Apex TITAN, Inc. and Terracon Consultants, Inc., each in an amount not to exceed $325,000.00.  Each agreement is for a term of one year, with an option to renew either, all, or neither of the agreements, for two one-year extensions under the same terms and conditions.  Services provided by these agreements include on-call asbestos, lead-based paint and mold consulting services related to transportation and capital improvements projects located citywide.

 

Staff will utilize these on-call environmental consulting services on an as-needed basis to assist with various assessment projects.  The asbestos, lead-based paint and mold consulting services that may be performed through these agreements include but are not limited to the following:

 

                     Assessment of asbestos, lead-based paint and mold from structures associated with the Bond Program and City buildings requiring demolition or renovation.

 

                     Assessment and removal oversight of asbestos cement pipe during construction of transportation improvement projects.

 

Approval of this ordinance is consistent with City practices to address environmental issues in a safe and professional manner in accordance with local, state and federal environmental regulations.

 

 

ALTERNATIVES:


As an alternative option, the City could release another Request For Qualifications (RFQ) for each project as needs are identified. However, this will result in delaying environmental work, and impeding the City’s ability to comply with local, state and federal environmental regulations.

 

 

FISCAL IMPACT:


This ordinance authorizes four on-call professional services agreements with ALEO Environmental Enterprises, Incorporated, ATC Group Services LLC, Apex TITAN, Inc. and Terracon Consultants, Inc., each in an amount not to exceed $325,000.00. Each of the agreements shall have a value not to exceed $325,000.00 per fiscal year. Each renewal of the respective agreements shall be for identical terms and contingent upon available funding. No funds are appropriated by this action.  Funds for this contract shall be allocated from specific project funds at the time the work is required. Amounts will be transferred from available funding sources identified within the scope and source as projects are assigned by various City departments.  The City makes no minimum guarantee pertaining to the volume of work that may be expected from each consultant under these four on-call environmental contracts.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance authorizing four professional services agreements for on-call environmental asbestos, lead-based paint and mold consulting services.
