Contract Award: Hemisfair Park Area Street Redevelopment (Hemisfair Boulevard Pavement Replacement Project)

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a construction contract in the amount not to exceed $498,262.31 payable to All In Construction, L.L.C. for the Hemisfair Park Area Street Redevelopment (Hemisfair Boulevard Pavement Replacement Project), a 2012-2017 Bond funded Project located in Council District 1.

 

 

BACKGROUND INFORMATION:

 

The Hemisfair Park Area Redevelopment Corporation (HPARC) began plans for a Public/Private Partnership (P3) housing development at the corner of E. Nueva Street and Hemisfair Boulevard with primary construction access from Cesar Chavez Boulevard prior to full construction completion of Hemisfair Park Boulevard.  In order to prevent damage to a newly constructed street during construction of the P3 development, the City temporarily built Hemisfair Boulevard as an all-weather construction access roadway.  The Hemisfair Park Area Street Redevelopment (Hemisfair Boulevard Pavement Replacement Project) is a continuation of the 2012 Bond Program Hemisfair Internal Streets (Water Street and E. Nueva Street) Project and will complete the reconstruction of Hemisfair Boulevard providing for the removal of the temporary all-weather construction access roadway surface and installing new concrete pavement, concrete pavers and landscaping.  Construction is anticipated to begin July 2019 and will be completed by October 2019.

 

Procurement of Services

This project was advertised April 3 & 10, 2019 for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, through CIVCAST electronic bidding site and on TVSA. Bids were opened on May 7, 2019 and seven (7) bids were received. Of these, All In Construction, L.L.C. submitted the lowest responsive bid.

 

This contract will be awarded in compliance with the new Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on the contract. The Goal Setting Committee set a 20% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 1% African-American Business Enterprise (AABE) subcontracting goal. All In Construction, L.L.C. has committed to meeting the subcontractor participation goal. This construction contract was developed utilizing the low bid process. Therefore, Contracts Disclosure Form is not required.

ALTERNATIVES:

 

City Council could choose not to award this contract and require staff to re-advertise this project; however, time required for another solicitation process would adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

This is one-time capital improvement expenditure in the amount not to exceed $498,262.31 payable to All In Construction, L.L.C.  Funds are available from the 2012-2017 General Obligation Bonds and are included in the FY 2019- FY 2024 Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the amount not to exceed $498,262.31 payable to All In Construction, L.L.C. for the Hemisfair Park Area Street Redevelopment (Hemisfair Boulevard Pavement Replacement Project).
