SUBJECT:

 

Amendment #1 to the License Agreement with Northeast Youth Soccer Organization

 

 

SUMMARY:

 

This ordinance authorizes Amendment #1 to extend the term of the License Agreement with Northeast Youth Soccer Organization for operations and maintenance of the designated sports fields until June 30, 2029.

 

 

BACKGROUND INFORMATION:

 

Northeast Youth Soccer Organization (NEYSO) has established a community presence since 1987.  The league utilized the designated sports fields at John James Park, Lady Bird Johnson Park, and McAllister Park to provide organized youth sports activities year round; the league served approximately 1,000 area youth in 2018.

 

On June 4, 2009, City and NEYSO entered into a License Agreement for operations and maintenance of sports fields at John James Park, Lady Bird Johnson Park, and McAllister Park.  The initial term of the license agreement was ten years beginning July 1, 2009, and ending June 30, 2019, with one 10-year extension term until June 30, 2029. 

 

Amendment #1 shall commence on July 1, 2019, and expire on June 30, 2029.  Additionally, this action will remove the licensed area at Lady Bird Johnson Park.  In lieu of rent, the league shall be responsible for operations and maintenance of the designated sports fields at John James Park and McAllister Park.  In addition, the league will be permitted to operate concessions with proceeds benefitting their program and to offset the cost of operations and maintenance.  All other terms and conditions of the current Lease Agreement will remain in effect.

 

 

ISSUE:

 

This ordinance authorizes Amendment #1 to extend the term of the License Agreement with Northeast Youth Soccer Organization for operations and maintenance of the designated sports fields until June 30, 2029.  This action is consistent with City policy to facilitate the use of parks for athletic and recreational activities by the citizens of San Antonio.

 

 

ALTERNATIVES:

 

City Council could elect not to approve this action, resulting in the Parks and Recreation Department maintaining the designated sports fields at John James Park and McAllister Park which would have a corresponding budgetary impact.

 

 

FISCAL IMPACT:

 

This ordinance authorizes Amendment #1 to extend the term of the License Agreement with Northeast Youth Soccer Organization for operations and maintenance of the designated sports fields until June 30, 2029.  There is no fiscal impact associated with this ordinance.

 

 

RECOMMENDATION:

 

Staff recommends approval of Amendment #1 to extend the term of the License Agreement with Northeast Youth Soccer Organization for operations and maintenance of the designated sports fields until June 30, 2029.
