Bike Patrol Prisoner Transport Van


SUMMARY:

This ordinance accepts the offer from Grande Truck Center to provide one replacement Bike Patrol Prisoner Transport Van for the San Antonio Police Department for a total cost of $62,918.00. Funding is available from the FY 2019 Equipment Renewal and Replacement Fund (ERRF) Budget.


BACKGROUND INFORMATION:

Submitted for City Council consideration and action is the attached tabulation of two offers to provide the San Antonio Police Department with a replacement bike patrol prisoner transport van for a total cost of $62,918.00. This bike patrol prisoner transport van is a medium height roofed van with a bike rack and detainee insert to be used by the San Antonio Police Downtown Bike Patrol Substation.

The San Antonio Police Department and San Antonio Police Officers' (SAPOA) Labor Relations Committee (LRC) recommended purchasing the vehicles listed to the Public Safety Council Committee. The LRC reviews equipment requirements in support of law enforcement operations.

The offers were evaluated based on the published specifications. The offer submitted by Silsbee Ford did not the meet the factory air conditioning requirements and did not offer a bike rack as contained in the specifications.

ISSUE:

This contract will provide a replacement bike patrol prisoner transport van for the Police Department. The purchase of this unit will provide support of public safety, law enforcement and security for the residents of the City of San Antonio.

This vehicle will have a three year/36,000 mile bumper to bumper warranty. The life expectancy for this vehicle is 120 months or 70,000 miles.

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.
