SUBJECT:  Electronic Waste Recycling Contract Amendment

 

 

SUMMARY:

 

This Ordinance authorizes an amendment to the existing recycling of electronic equipment agreement with Goodwill Industries of San Antonio to assist the Solid Waste Management Department (SWMD) with the recycling of electronic equipment.  This amendment would increase the annual contract amount from $80,000.00 annually to $146,000.00 annually.  The initial three year term of the contract began on September 7, 2017 and ends in September 2020, with two optional one-year renewals.

 

BACKGROUND INFORMATION:

 

In September 2017, through Ordinance 2017-09-07-0636, SWMD entered into a contract with Goodwill Industries of San Antonio to provide electronic equipment recycling services collected at the household hazardous waste (HHW) collection facilities.  SWMD also contracts with Clean Harbors to process HHW and electronics.  While the contract with Clean Harbors is favorable to the City for processing HHW, the contract with Goodwill Industries is more favorable to the City for electronic equipment recycling services.  Clean Harbors is paid approximately $1,299.00 per ton of electronic equipment processed.  Goodwill Industries is paid approximately $741.00 per ton of electronic equipment processed.  On average, SWMD collects approximately 200 tons of electronic equipment per year for recycling.  In FY 2018, Clean Harbors processed 138 tons of electronic equipment and Goodwill Industries processed 107 tons of electronic equipment. 

 

ISSUE:

 

Through this action, SWMD proposes to amend the existing recycling of electronic equipment agreement with Goodwill Industries of San Antonio to assist the Solid Waste Management Department (SWMD) with the recycling of electronic equipment.  This amendment would increase the annual contract amount from $80,000.00 annually to $146,000.00 annually.  The initial three year term of the contract began on September 7, 2017 and ends in September 2020, with two optional one-year renewals.

 

ALTERNATIVES:

 

City Council could choose not to add $66,000.00 to the Goodwill Industries contract.  SWMD would continue to utilize Clean Harbors at the higher rate to process e-waste.

 

FISCAL IMPACT:

 

Ordinance authorizing an amendment to the existing recycling of electronic equipment agreement with Goodwill Industries of San Antonio, to increase the annual contract amount from $80,000.00 annually to $146,000.00 annually, in order to provide recycling of electronic equipment services for the City of San Antonio.

 

Funding for this agreement is available from the FY 2019 Solid Waste Operating and Maintenance Fund. The Solid Waste Management Department has authorization to encumber funds with a purchase order in accordance with the contract. Funding for future years of this contract is contingent on City Council approval of the annual budget.

 

RECOMMENDATION:

 

Staff recommends the approval of the amendment to the agreement with Goodwill Industries of San Antonio for electronic equipment recycling services.
