Purchase of First Responder Units

 

 

SUMMARY:

 

An Ordinance accepting an offer from Cowboy Motor Company to provide one replacement and five additional turnkey first responder trucks for a total cost of $486,748.80.  Funding in the amount of $192,748.80 is available from the FY 2019 Equipment Renewal and Replacement Fund (ERRF) Budget and $294,000.00 is available from the FY 2019 General Fund Budget.

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the offer from Cowboy Motor Company to furnish six first responder trucks for a total cost of $486,748.80.  This offer shall provide a replacement One-Ton Crew Cab, 4x4 Long Bed Truck with Camper and Pull Out Bed that will be used as a Battalion Chief Response truck to support Fire Station 43 in District 9. This contract shall also provide five additions to the City’s fleet: one (1) One-Ton Crew Cab, 4x2 Truck with Utility Van Body that shall be assigned to the EMS command officer position at Fire Station 16 in District 5; and four (4) ¾ Ton Crew Cab, 4x4, Long Bed with Camper trucks that will be assigned to Fire Station 14 in District 10, Fire Station 34 in District 8, Fire Station 35 in District 6, and Fire Station 19 in District 1 to be used as first response squad trucks.   These vehicles function as supply trucks that will transport additional personnel, supplies, and equipment during critical incident response calls.  This contract shall provide turnkey vehicles that include communication radios, sirens, emergency lighting, and applicable cargo enclosures.

 

 

ISSUE:

 

The Fire Department has found the Dodge heavy duty cab and chassis to be reliable and require less frequent preventive maintenance intervals resulting in increased availability and lower life cycle costs.  As a result, the Dodge heavy duty chassis represents a better overall value and best meets the operational needs to the Fire Department for use as front line first responder vehicle.  Utilization of the Texas BuyBoard cooperative contract allows the for the brand specific purchase of Dodge heavy duty chassis trucks.  This purchase of six first responder vehicles shall be from Cowboy Motor Company utilizing the Texas BuyBoard Contract #521-16 and will be made in accordance with the Texas Local Government Purchasing Cooperative passed on Ordinance No. 97097 dated January 30, 2003.  Contracts awarded through the BuyBoard Purchasing Cooperative are competitively procured and meet all bidding requirements.

 

These vehicles have a 36,000 mile/36 month bumper-to-bumper warranty.   

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services

 

The recommended award is an exception to the Local Preference Program. 

 

The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

Should this contract not be approved, the intended firefighting deployment will be delayed which would impact essential services to the residents of San Antonio.

 

 

FISCAL IMPACT:

RECOMMENDATION:

 

Staff recommends the approval of this purchase with Cowboy Motor Company for a total cost of $486,748.80.

 

This contract is procured by means of cooperative purchasing and a Contracts Disclosure Form is not required.
