SUMMARY:

 

Director to report updates on Neighborhood and Housing Services Department Programs.

BACKGROUND INFORMATION:

 

Each month the director prepares a report on program updates directly affecting the Commission and its charge.

 

ISSUE:

Topics to be discussed are (a) Follow-up Responses to Questions from June 26 Meeting (b) Business Plan Update; (c) Risk Mitigation Implementation Plan Update; (d) San Antonio Housing Trust Assessment Update; (e) Annual Report; (f) Upcoming Meetings;

(a) Follow-up Responses to Questions from June 26 Meeting.

During the June 26 meeting, the Commission asked 11 questions not answered during meeting.  NHSD sent responses to all 11 questions and were answered on July 12. Staff has attached the follow up questions and responses from NHSD.

(b) Business Plan Update

Staff provides monthly updates to Mayor, Council, and Housing Commission on the progress of the Affordable Housing Business Plan. Staff has attached the recent update from June.

(c) Risk Mitigation Implementation Plan Update

Staff is coordinating with stakeholders to assess the implementation of the Risk Mitigation Fund Policy.  The stakeholder group, which includes Commissioner Jessica Guerrero, has met twice already to discuss the assessment, guiding principles, the outreach plan/efforts, demographics of clients served, and root causes of the need for assistance.  The group will continue to meet and plans to present the preliminary draft assessment and high level recommendations to the Housing Commission to receive initial feedback in August.

(d) San Antonio Housing Trust Assessment Update

Staff, in coordination with our consultant National Association of Latino and Community Asset Builders (NALCAB), has presented the high level recommendations from the assessment to the Housing Commission, Comprehensive Plan Committee (now Planning and Community Development Committee), San Antonio Housing Trust Foundation Board, and our non-profit partners. Staff is receiving feedback from each of these groups as well as other stakeholders as we finalize the assessment document.

Staff is planning to brief the San Antonio Housing Trust Public Facility Corporation (PFC) and Finance Corporation (FC) at their August meeting. In addition, staff is coordinating with NALCAB on providing an education session about affordable housing tools to the community in September.

(e) Annual Report

Staff has been collecting data and drafting an outline of the NHSD Affordable Housing Annual Report, per the Affordable Housing Business Plan. Staff has attached a draft outline as well as provided several examples of reports from around the country for reference.

(f) Upcoming Meetings

Housing Commission is tentatively scheduled to meet again on August 28. Other upcoming meetings include the Planning and Community Development Committee on August 21 and the San Antonio Housing Trust PFC/FC meeting on August 28.  Additionally, a public hearing on the HUD Entitlement Grants Annual Action Plan is scheduled for August 7 with City Council consideration scheduled for August 8 while Budget Work Sessions with City Council will be scheduled for Departments to present in August and September.
