Competitive Grants Renewal


SUMMARY:

This item requests Board consideration to authorize Pre-K 4 SA staff to amend the Competitive Education Grant contracts with 20 awardees to increase the Year 2 grant value by $4 million to an overall grant value not to exceed $8.2 million for the 2018-2020 grant cycle.

BACKGROUND INFORMATION:

Pre-K 4 SA competitive grants were approved during the original vote in 2012. The vision for these grants was to provide additional full-day and/or enhance prekindergarten services in existing programs for 1,700 students per year. The RFP for the Competitive Education Grants for Pre-K Four Programs was released on September 18, 2017 and responses were due on October 27, 2017.

On June 3, 2018, the Board approved 23 awardees with a total grant value of $4.3 million dollars. During Year 1 of the grant cycle the awardees decreased to 20 and the overall grant value decreased to $4.2 million.

During the May 2019 Board session, Pre-K 4 SA CEO Dr. Sarah Baray presented to the Board of Directors the 20 awardees with renewal dollar amounts for each agency. The presentation included a high-level overview of projects each agency intends to fund for Year 2.

The contract amendments will increase the Year 2 grant value by $4 million to an overall grant value not to exceed $8.2 million during the 2018-2020 grant cycle. Pre-K 4 SA staff will implement Year 2 grant awards and will work with awardees to ensure all projects are fully implemented. This will include a needs assessment process for child development centers and collaborating with public/charter and private/parochial schools to provide professional learning that will support grants purchases.
