SUBJECT: Lead Hazard Reduction Grant Program Application
SUMMARY:
Ordinance authorizing a grant submission and acceptance up to $4,600,000 from the U.S. Department of Housing and Urban Development’s (HUD) Lead Hazard Reduction Grant Program (LHRG). The grant will fund the identification and reduction of lead hazards in approximately 235 low-income households with children under the age of six. The grant requires in-kind match and Community Development Block Grant is expected to contribute approximately $1,693,579 over 42 months for administration and lead reduction. The Ordinance authorizes a personnel complement of two positions and allows NHSD’s director to execute the grant submission and award contract.
BACKGROUND INFORMATION:
The City of San Antonio has been awarded seven multi-year LHRG in the past nineteen years totaling an investment of $22,550,762 to provide a healthier home by reducing lead hazards to over 1,337 families with all households including children under the age of six. Should the new grant be awarded, the 235 households to be served are projected to provide lead safe affordable housing for 587.5 children, based on an average of 2.5 children per household. This grant’s time of performance is expected to be September 30, 2019 to March 30, 2023, a total of 42 months. Lead reduction activities include testing, developing Occupant Protection Plans, removing or controlling lead contaminated housing components.
ISSUE:
NHSD seeks approval to submit and receive up to $4,600,000 from HUD’s 2019 LHRG program and to authorize a personnel complement for two positions. The proposed LHRG grant will conduct lead hazard control activities and address healthy home hazards on 235 owner-occupied and tenant-occupied residential properties.
ALTERNATIVES:
Alternatives include not submitting the grant, requesting a different funding amount or approving the grant acceptance after award notification.
FISCAL IMPACT:

RECOMMENDATION:
Staff recommends the submission of the grant applicant and the execution of the contract with HUD if awarded.
