Advanced Funding Agreements:  Citywide Bike and Pedestrian Mobility Improvements and San Pedro Sidewalk and Pedestrian Infrastructure

 

 

SUMMARY:

 

Consideration of the following items related to the Citywide Bike and Pedestrian Mobility Improvements and San Pedro Sidewalk and Pedestrian Infrastructure projects located in Council District 1:

 

A.                     An ordinance authorizing the execution of an Advanced Funding Agreement between the City of San Antonio and the Texas Department of Transportation (TxDOT), accepting reimbursement in the estimated amount not to exceed $1,936,000.00 from TxDOT for construction-related expenses and authorizing payment in the amount not to exceed $24,332.00 to TxDOT for administrative oversight of federal funds for the Citywide Bike and Pedestrian Mobility Improvements, a District 1 Pedestrian Mobility & Streets 2017-2022 Bond and federally funded project.

 

B.                     An ordinance authorizing the execution of an Advanced Funding Agreement between the City of San Antonio and the Texas Department of Transportation (TxDOT), accepting reimbursement in the estimated amount not to exceed $968,000.00 from TxDOT for construction-related expenses and authorizing payment in the amount not to exceed $12,166.00 to TxDOT for administrative oversight of federal funds for the San Pedro Sidewalk and Pedestrian Infrastructure, a District 1 Pedestrian Mobility & Streets 2017-2022 Bond and federally funded project.

 

 

BACKGROUND INFORMATION:

 

In an effort to increase safety for pedestrians, especially around highly traveled pedestrian areas and transportation sites, the Citywide Bike & Pedestrian Mobility Improvements and San Pedro Sidewalk and Pedestrian Infrastructure projects were selected for funding through the Alamo Area Metropolitan Planning Organization (AAMPO) Transportation Improvement Program (TIP).  Local Agency Managed projects are managed by the City but receive federal funds administered through TxDOT.  The funds paid to TxDOT by the City are for costs associated with oversight for administration of the federal funds.

 

The Citywide Bike & Pedestrian Mobility Improvements project located at Fredericksburg Road from IH-10 to Balcones Heights Road will provide for pedestrian connectivity by constructing and replacing sidewalks as needed along Key Street to IH-10 including the addition of a pedestrian crosswalk at the Key Street and Fredericksburg Road intersection. Additional improvements to pedestrian and bike mobility may be included. The City will design and construct the improvements leveraging funding from TxDOT.  Project construction is anticipated to begin in May 2020 and estimated to be completed by December 2020.

 

The San Pedro Sidewalk and Pedestrian Infrastructure project will provide for pedestrian connectivity by constructing new sidewalks along the San Pedro Bridge at Olmos Creek. Additional improvements to pedestrian and bike mobility may be included. The City will design and construct the improvements leveraging funding from TxDOT. Project construction is anticipated to begin in summer 2020 and estimated to be completed by winter 2020.

 

 

ISSUE:

 

Consideration of the following items related to the Citywide Bike and Pedestrian Mobility Improvements and San Pedro Sidewalk and Pedestrian Infrastructure projects located in Council District 1:

 

A.                     This ordinance authorizes the execution of an Advanced Funding Agreement between the City of San Antonio and the Texas Department of Transportation (TxDOT), to accept reimbursement in the estimated amount not to exceed $1,936,000.00 from TxDOT for construction-related expenses and authorizes payment in the amount not to exceed $24,332.00 to TxDOT for administrative oversight of federal funds for the Citywide Bike and Pedestrian Mobility Improvements, a District 1 Pedestrian Mobility & Streets 2017-2022 Bond and federally funded project.

This project was selected for funding through the Alamo Area Metropolitan Planning Organization (AAMPO) Transportation Improvement Program (TIP).  As a requirement of the TIP, the local agency is responsible for 20% of the construction cost with the remaining 80% being provided federally through TxDOT.  This Advanced Funding Agreement with TxDOT will allow construction-related project costs to qualify for federal cost sharing up to the federally approved amount not to exceed $1,936,000.00.  The remaining construction cost of $484,000.00 will be the responsibility of the City of San Antonio.

 

B.                     This ordinance authorizes an Advanced Funding Agreement between the City of San Antonio and the Texas Department of Transportation (TxDOT), accepting reimbursement in the estimated amount not to exceed $968,000.00 from TxDOT for construction-related expenses and authorizing payment in the amount not to exceed $12,166.00 to TxDOT for administrative oversight of federal funds for the San Pedro Sidewalk and Pedestrian Infrastructure, a District 1 Pedestrian Mobility & Streets 2017-2022 Bond and federally funded project.

 

The San Pedro Sidewalk and Pedestrian Infrastructure project will provide for pedestrian connectivity by constructing new sidewalks along the San Pedro Bridge at Olmos creek. Additional improvements to pedestrian and bike mobility may be included. The City will design and construct the improvements leveraging funding from TxDOT. Project construction is anticipated to begin in summer 2020 and estimated to be completed by winter 2020.

Approval of these ordinances will be a continuation of the City’s commitment to maintaining and improving existing infrastructure in collaboration with other governmental agencies.

 

 

ALTERNATIVES:

 

City Council could choose not to approve these ordinances; however, the City will lose the opportunity to receive reimbursement from TxDOT, delaying the projects or requiring a change in scope within budget.  The most cost effective option would be to approve the Advanced Funding Agreements with TxDOT.

 

 

FISCAL IMPACT:

 

A.                     This ordinance authorizes acceptance of funds from TxDOT for reimbursement of construction costs in an amount not to exceed $1,936,000.00 in federal funds allocated to the City from TxDOT and administered by TxDOT as a federal pass through grant associated with the construction of the Citywide Bike & Pedestrian Mobility Improvements project.  Actual costs to be reimbursed by TxDOT will be finalized with the award of a construction contract. 

 

The match for this project is $484,000.00 and the City also will pay $24,332.00 for administrative oversight of federal funds associated with the project.  This ordinance authorizes a one-time capital improvement expenditure in the amount not to exceed $24,332.00 to TxDOT for the Citywide Bike & Pedestrian Mobility Improvements project.  Funds are available from the 2017-2022 General Obligation Bond Program and are included in the FY 2019 - 2024 Capital Improvement Program.

A.                     Staff recommends approval of this ordinance authorizing the execution of an Advanced Funding Agreement between the City of San Antonio and the Texas Department of Transportation (TxDOT), to accept reimbursement in the estimated amount of $1,936,000.00 from TxDOT for construction-related expenses and authorizes payment in the amount not to exceed $24,332.00 to TxDOT for administrative oversight of federal funds for the Citywide Bike and Pedestrian Mobility Improvements, a District 1 Pedestrian Mobility & Streets 2017-2022 Bond and federally funded project.
