Project Background

On May 6, 2017, voters approved the 2017 Bond Program which authorized $8,000,000.00 for drainage and flood control improvements for South Pine and Greer Street Phase 1 Project located in Council District 3.

The South Pine and Greer Street Phase 1 Project will provide for the construction of a storm drain system in the Highland Park area allowing flood relief to neighborhood streets and properties.  Construction of the system includes three underground storm drains out falling into existing systems at the South Pine Street and I-37 frontage intersection, the Topeka Boulevard and I-37 frontage intersection and the Greer Street and Hackberry Street intersection.  The project will also provide for the full-depth pavement reconstruction of Greer Street from Hackberry Street to South Pine Street, South Pine Street from Greer Street to I-37 frontage road and Topeka Boulevard from I-37 frontage road to Pine Street including curbs, sidewalks, driveway approaches and utility improvements.

Project construction is anticipated to begin in September 2019 and estimated to be completed by September 2020.

Procurement of Services

This project was advertised June 12, 2019 for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA, through the electronic bidding site CIVCAST and through the TCI Small Business Office.  Bids were opened on July 9, 2019 and two (2) bids were received.  Of these, E-Z Bel Construction, LLC submitted the lowest responsive bid.  A matrix of the bid outcome is included herein.
