Task Orders for Westside Creeks Linear Greenway Trail System Tree Installation

 

 

SUMMARY:

 

This ordinance authorizes two task orders to Job Order Contracts for improvements to the Westside Creeks Linear Greenway Trail Systems, one for the Lower Apache Creek Linear Greenway Trail tree and irrigation installation located in Council District 5 for an amount not to exceed $350,000.00 payable to Alpha Building Corporation, and one for the Martinez Creek Linear Greenway Trail tree and irrigation installation located in Council District 1 for an amount not to exceed $600,000.00 payable to LMC Corporation and appropriating funds from the FY 2019 Tree Canopy Preservation and Mitigation Fund.

 

 

BACKGROUND INFORMATION:

 

The Westside Creek hike and bike trails consist of the Alazan, Apache, Martinez, San Pedro, and Zarzamora tributaries.  These trails are an expansion of the Howard W. Peak Greenway Trail System which enhances the quality of life for San Antonio residents and visitors through preserving open space and providing outdoor recreation along creeks and rivers.  Unlike the Leon and Salado Creek Trails, which are rich with existing tree canopy and provide abundant shade, the Westside Creeks do not possess this natural character.  Enhanced tree canopy is necessary on the Westside Creeks to balance the built environment with nature while improving the aesthetic of the trails making them more inviting and comfortable for trail users by providing shade relief.

 

As part of this project, trees and irrigation will be installed along the Lower Apache Creek section of the Westside Creeks, which is approximately one mile in length.  This section extends from S. Brazos Street to the confluence with San Pedro Creek and will complete the forestation project on this tributary.  Trees and irrigation will also be installed along the completed section of recreational trail on Martinez Creek which extends from Cincinnati Avenue to Fredericksburg Road and is approximately one mile long.  These proposed Westside Creeks Linear Greenway enhancement projects include the installation of over 500 new native shade and ornamental trees of various size and species.  These projects are anticipated to begin in Fall 2019 and are estimated for completion by September 2020.

 

Job Order Contracting (JOC) will be utilized for project delivery, an alternative method which ten contractors were approved through Ordinance 2019-02-21-0134 by City Council on February 21, 2019.  The use of the JOC delivery method provides the City with on-call construction, renovation and maintenance services for City projects.  Assignment of JOC contractors to specific jobs is based on the contractor’s current workload, overall capacity, and familiarity with a specific facility, expertise in completing specific task and/or managing a specific trade needed to carry out the requested repair or rehabilitation.  Of the ten contractors, Alpha Building Corporation was selected for improvements to the Westside Creeks Linear Greenway Trail System for the Lower Apache Creek Linear Greenway Trail tree and irrigation installation, and LMC Corporation was selected for improvements to the Westside Creeks Linear Greenway Trail System for the Martinez Creek Linear Greenway Trail tree and irrigation installation.

 

Alpha Building Corporation and LMC Corporation have committed to a 24% M/WBE and 4% AABE subcontractor participation.

 

ISSUE:

 

The proposed task orders to the Job Order Contracts are for improvements to the Westside Creeks Linear Greenway Trail System for the Lower Apache Creek and Martinez Creek Linear Greenway Trail tree and irrigation installation projects for a total amount not to exceed $950,000.00; and appropriating funds from the FY 2019 Tree Canopy Preservation and Mitigation Fund.

 

City Council approval is required for projects utilizing JOCs over $100,000.00.

 

 

ALTERNATIVES:

 

These projects could be bid out versus utilizing the Council-approved Job Order Contract delivery method.  However, this would significantly extend the timeline by approximately two months and be subject to market pricing and forego current economies of scale.

 

 

FISCAL IMPACT:

 

This ordinance authorizes two task orders to Job Order Contracts for improvements to the Westside Creeks Linear Greenway Trail Systems, one for the Lower Apache Creek Linear Greenway Trail tree and irrigation installation located in Council District 5 for an amount not to exceed $350,000.00 payable to Alpha Building Corporation, and one for the Martinez Creek Linear Greenway Trail tree and irrigation installation located in Council District 1 for an amount not to exceed $600,000.00 payable to LMC Corporation and appropriating funds from the FY 2019 Tree Canopy Preservation and Mitigation Fund.

 

RECOMMENDATION:

 

 Staff recommends approval of the task orders to these Job Order Contracts for improvements to the Westside Creeks Linear Greenway Trail System for the Lower Apache Creek Linear Greenway Trail tree and irrigation installation and the Martinez Creek Linear Greenway Trail tree and irrigation installation for a total amount not to exceed $950,000.00; and appropriating funds from the FY 2019 Tree Canopy Preservation and Mitigation Fund.
