SUBJECT: Pre-Solicitation Briefing for Rental Housing Development and Homeownership Development

The Neighborhood and Housing Services Department (NHSD) will present a pre-solicitation briefing for Affordable Rental Development and Affordable Homeownership Housing Development. This briefing will allow an opportunity for input and direction from Committee members.
This pre-solicitation briefing will cover estimated contract value, projected timeline, high profile designation, scope of the project, terms of the contract, proposed scoring criteria, evaluation committee members and project considerations.
Federal law expressly prohibits the application of “local preference” in procurements utilizing federal funds. The Veteran Owned Small Business Preference Program and the SBEDA Program are not applicable to this solicitation.
Using the CDBG and HOME funds for this solicitation, NHSD will provide gap funding for rental housing development and homeownership housing development projects. Outcomes will include acquisition, rehabilitation, resale or new construction of homeownership housing, and acquisition, rehabilitation or new construction of rental housing.
