SUBJECT:

 

FY 2020 Pavement Markings Contract Packages A & B

 

 

SUMMARY:

 

An ordinance authorizing the execution of two task order contracts for the FY 2020 Pavement Markings Contract Packages A & B in an amount not to exceed $2,807,770.00 for Package A with M&M Striping & Power Washing, LLC and in an amount not to exceed $3,209,970.00 for Package B with M&M Striping & Power Washing, LLC for roadway pavement markings throughout the City. 

 

 

BACKGROUND INFORMATION:

 

The proposed FY 2020 Budget includes $5,652,160.00 for the maintenance of citywide pavement markings. This funding will provide approximately 235 centerline miles of pavement markings.

 

These task order contracts are capacity-based contracts which will be utilized primarily to complete pavement marking maintenance of existing markings on projects identified in the FY 2020 - 2024 Infrastructure Management Program (IMP), along with additional projects that materialize throughout the contract term and can be completed within the contract capacity. Work activities will be allocated in the form of task orders as availability of funds are identified.

 

Procurement of Services

These projects were advertised in May 2019 for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA, through electronic bidding site CivCast and through the TCI Small Business Office. 

 

Bids for Package A were opened on Tuesday, June 11, 2019 and three bids were received.  Of these, M&M Striping & Power Washing, LLC submitted the lowest responsive bid.  A matrix of the bid outcome is included herein.

 

Bids for Package B were opened on Tuesday, June 18, 2019 and two bids were received.  Of these, M&M Striping & Power Washing, LLC submitted the lowest responsive bid.  A matrix of the bid outcome is included herein.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on the contract. The Goal Setting Committee set a 35% Small Business Enterprise (SBE) subcontracting goal.  M&M Striping & Power Washing, LLC has committed to meeting the subcontractor participation goal.

 

This construction contract was developed utilizing the low bid process.  Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance authorizes the execution of two task order contracts for the FY 2020 Pavement Markings Contract Packages A & B in an amount not to exceed $2,807,770.00 for Package A with M&M Striping & Power Washing, LLC and in an amount not to exceed $3,209,970.00 for Package B with M&M Striping & Power Washing, LLC for roadway pavement markings throughout the City. 

 

These task order contracts will be utilized primarily to complete pavement marking maintenance of existing markings (vehicle lane lines, crosswalks, stop bars, etc.) within the limits of projects identified in the FY 2020 - 2024 Infrastructure Management Program (IMP), along with additional projects that materialize throughout the contract term and can be completed within the contract capacity. Work activities will be allocated in the form of task orders as availability of funds are identified.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to approve this ordinance and utilize an outside contractor to complete these projects utilizing in-house staff.  However, the equipment required for this type and volume of pavement markings is not available in-house, and completing this program is not feasible with current in-house resources.

 

 

FISCAL IMPACT:

 

Funds are not encumbered by this action. Work activities will be allocated in the form of task orders as availability of funds are identified. Potential funding sources for individual work orders include, but are not limited to, General Fund and other infrastructure funding sources. If funding for any work activities was not previously appropriated, funding will be identified and appropriated through subsequent City Council action.

 

Funds are not appropriated by this action.  Funding for the Pavement Marking Program is included in the City’s proposed FY 2020 - 2024 Infrastructure Management Program (IMP) Budget. Work activities will be allocated in the form of task orders. The City will make no minimum guarantee pertaining to the volume of work.

 

 

RECOMMENDATION:

 

Staff recommends the approval of this ordinance authorizing the execution of two task order contracts for the FY 2020 Pavement Markings Contract Packages A & B in an amount not to exceed $2,807,770.00 for Package A with M&M Striping & Power Washing, LLC and in an amount not to exceed $3,209,970.00 for Package B with M&M Striping & Power Washing, LLC for roadway pavement markings throughout the City.
