Contract Award:  Esma Street Area Project (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a construction contract to E-Z Bel Construction, LLC in the amount of $6,567,695.54 of which $1,715,516.25 will be reimbursed by San Antonio Water System (SAWS) for the Esma Street Area Project, a 2017 Bond funded project, located in Council District 3. 

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, voters approved the 2017 Bond Program which authorized $9,166,000.00 for drainage and flood control improvements for the Esma Street Area Project located in Council District 3.

 

The project will provide for the construction of a storm drain system to provide flooding relief to neighborhood streets and properties in the Esma Area to include curbs, sidewalks and driveway approaches as needed.  The project will also provide for the total pavement reconstruction of Sligo Street, Esma Street, San Juan Road, Palos Street and Calera Street.

 

Project construction is anticipated to begin in September 2019 and estimated to be completed by September 2020.

 

Procurement of Services

This project was advertised on June 14, 2019 for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA, through the electronic bidding site CIVCAST and through the TCI Small Business Office.  Bids were opened on July 16, 2019 and three (3) bids were received. Of these, E-Z Bel Construction, LLC submitted the lowest responsive bid.  A matrix of the bid outcome is included herein.

 

This contract will be awarded in compliance with the new Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on the contract. The Goal Setting Committee set a 31% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 3% African American Business Enterprise (AABE) subcontracting goal.  E-Z Bel Construction, LLC has committed to meeting the subcontractor participation goal.

 

This construction contract was developed utilizing the low bid process.  Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $6,567,695.54, authorized payable to E-Z Bel Construction, LLC of which $1,715,516.25 will be reimbursed by San Antonio Water System (SAWS) for the Esma Street Area Project.  Funds are available from the 2017 General Obligation Bond Program and are included in the FY 2019- FY 2024 Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract to E-Z BEL Construction, LLC in the amount of 6,567,695.54 of which $1,715,516.25 will be reimbursed by San Antonio Water System (SAWS) for the Esma Street Area Project.
