Fencing Installation Services at Sinkin Natural Area

SUMMARY:

This ordinance accepts the low qualified bid and awards a termed contract to Consolidated Installation Support, LLC, in an amount not to exceed $225,000.00 including an additive alternate for procurement and installation of fencing at Sinkin Natural Area located in Council District 8. Funding is available in the FY 2019 - FY 2024 Capital Improvement Program.

BACKGROUND INFORMATION:

In 2002, the Edwards Aquifer Protection Program completed the fee simple purchase of 145 acres of undeveloped land known as Sinkin Natural Area. This property located in Council District 8 and maintained by the Parks and Recreation Department was purchased under Proposition 3, a 1/8-cent sales tax venue up to $45 million for the acquisition of sensitive lands over the Edwards Aquifer for parks and watershed protection. Existing perimeter fencing at Sinkin Natural Area will be replaced due to its deteriorating condition and new fencing will be installed in order to prevent trespassing as well as minimize threats to sensitive recharge features. Project construction will commence upon contract award and will be completed within 120 days.

The formal competitive bid was advertised on May 29, 2019, and June 3, 2019, in the San Antonio Hart Beat, the City's website, and on TVSA. Bids were opened on May 28, 2019, with three (3) bidders submitting their bid. Consolidated Installation Support, LLC was the lowest responsive bidder. A summary of the bid is shown on Exhibit I.

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Progr...
