SUBJECT:

 

Fencing Installation Services at Sinkin Natural Area

 

 

SUMMARY:

 

This ordinance accepts the low qualified bid and awards a termed contract to Consolidated Installation Support, LLC, in an amount not to exceed $225,000.00 including an additive alternate for procurement and installation of fencing at Sinkin Natural Area located in Council District 8. Funding is available in the FY 2019 - FY 2024 Capital Improvement Program.

 

 

BACKGROUND INFORMATION:

 

In 2002, the Edwards Aquifer Protection Program completed the fee simple purchase of 145 acres of undeveloped land known as Sinkin Natural Area.  This property located in Council District 8 and maintained by the Parks and Recreation Department was purchased under Proposition 3, a 1/8-cent sales tax venue up to $45 million for the acquisition of sensitive lands over the Edwards Aquifer for parks and watershed protection.  Proposition 3 ran from 2000 through 2005 and, at that time, the Edwards Aquifer Protection Program was limited to protection of properties over the recharge and contributing zones within Bexar County.

 

Existing perimeter fencing at Sinkin Natural Area will be replaced due to its deteriorating condition and new fencing will be installed in order to prevent trespassing as well as minimize threats to sensitive recharge features. Project construction will commence upon contract award and will be completed within 120 days.

 

The formal competitive bid was advertised on May 29, 2019, and June 3, 2019, in the San Antonio Hart Beat, the City’s website, and on TVSA. Bids were opened on May 28, 2019, with three (3) bidders submitting their bid. Consolidated Installation Support, LLC was the lowest responsive bidder. A summary of the bid is shown on Exhibit I.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program. Consolidated Installation Support, LLC, is a small, minority, women-owned firm and has committed to a 25% Minority/Women Business Enterprise (M/WBE) subcontracting goal.

 

This contract was developed utilizing the low bid process. Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance proposes acceptance of the low qualified bid and award of a termed contract for fencing to Consolidated Installation Support, LLC, for an amount not to exceed $225,000.00 including an additive alternate. The proposed contract will provide for the procurement and installation of fencing at Sinkin Natural Area located in Council District 8.

 

 

ALTERNATIVES:

 

Should the City not approve this contract, the department could re-advertise this project; however, time required for issuing another solicitation would adversely affect the timely completion of this project. Delaying installation of fencing may result in unwarranted trespass and other access-related issues that could pose a threat to both the natural condition of the property and the surrounding properties and subdivisions.

 

 

FISCAL IMPACT:

 

This ordinance accepts the low qualified bid and awards a termed contract for fencing payable to Consolidated Installation Support, LLC, for an amount not to exceed $225,000.00.  Funding for this contract is available from the FY 2019 - FY 2024 Capital Improvement Program.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a contract in an amount not to exceed $225,000.00 including an additive alternate to Consolidated Installation Support, LLC, for the procurement and installation of fencing at Sinkin Natural Area.
