SUBJECT:

 

A resolution authorizing the acceptance of additional funds for the Safe Neighborhoods Program, CFDA No. 16.609, in an amount not to exceed $52,161.00 for a total of $132,153.00, for 12 months beginning October 1, 2019 and ending September 30, 2020.

 

 

SUMMARY:

 

This resolution authorizes the acceptance of funds from the Office of the Governor, for the San Antonio Metropolitan Health District's (Metro Health's) Stand Up SA Program to increase capacity to establish meaningful, collaborative, and sustainable partnerships within targeted neighborhoods and educate the public regarding methodologies to reduce gun violence and recidivism, in an amount not to exceed $132,153.00 for 12 months beginning October 1, 2019.

 

Furthermore, this resolution authorizes the Director of Metro Health to initiate, negotiate, and execute any and all necessary documents and a grant contract to effectuate the acceptance of the referenced grant, and to execute contract amendments pertaining to this contract, to include a) carry-over funds, when ascertained and approved by the funding agency through a revised notice of award; b) line item budget revisions authorized by the funding agency; c) modifications to the performance measures authorized by the funding agency and listed in the contract so long as the terms of the amendment stay within the general parameters of the intent of the grant; d) no cost extensions; e) amendments which will provide supplemental grant funds to the grant by the funding agency in an amount up to 20% of the total amount awarded to the grant; f) reimbursement increases of administrative funds for each participant served; g) amendments funding one time equipment purchases or defined program services; and h) changes in regulations mandated by the funding agency.

 

 

 

BACKGROUND INFORMATION:

 

According to the U. S. Census Bureau, San Antonio’s population in 2014 was 1,436,697 making it the 7th largest city in the United States.  During 2014, San Antonio was ranked 7th, out of the top 10 most populated cities in the United States in the number of homicide deaths, with 7.17 deaths per 100,000 population. The total number of homicides listed on the San Antonio Police Department (SAPD) website for San Antonio in 2014 was 103. In 2014, there were 33 murders in Stand Up SA’s target area, comprised of four neighborhoods. The population of the four neighborhoods was 83,520. This equates to one-third of all the murders in the City of San Antonio being committed within the boundaries of these four neighborhoods. These neighborhoods contain only six percent of the population of San Antonio.

 

The goals of Metro Health’s Stand Up SA program include establishing meaningful, collaborative, and sustainable partnerships within targeted neighborhoods and educating the public regarding methodologies to reduce gun violence. With funding from the Governor’s Office, Metro Health will hire two temporary full-time Management Analysts to perform intensive case management services, including screening, assessments, and referrals to families with the highest needs such as those related to children and families experiencing trauma, exposure to violence and other at-risk factors impacting the well-being of children and families. 

 

Council authorized by Resolution 2019-05-30-0039R the acceptance of funds from the Office of the Governor in the amount of $79,992.00 to hire a temporary case worker and purchase computer hardware and software.  The application was submitted April 24, 2019, with authorization from a Special Category Grant Opportunity form. On June 4, 2019 the Office of the Governor contacted Metro Health advising that the grant amount would be increased to $132,153.00 and requesting a revised budget.  The revised budget includes funds for two temporary case workers, computer hardware and software, mileage reimbursement and office supplies, totaling $132,153.00.

 

 

 

ISSUE:

 

Metro Health requests City Council authorize the acceptance of funds from the Office of the Governor for the Safe Neighborhoods Program. Metro Health’s Stand Up SA Program works to establish meaningful, collaborative, and sustainable partnerships within targeted neighborhoods and educate the public regarding ways to reduce gun violence and recidivism. Metro Health will use these funds to perform intensive case management services, including screening, assessments, and referrals to families with the highest needs such as those related to children and families experiencing trauma, exposure to violence and other at-risk factors impacting the well-being of children and families.

 

 

ALTERNATIVES:

 

Should City Council not authorize Metro Health to accept funds provided through  the Safe Neighborhoods Program, the department would forego the opportunity to utilize the funds to oversee the development and implementation of proactive analysis utilizing recently implemented software systems and other analytical tools to develop actionable strategic intervention.

 

 

FISCAL IMPACT:

 

A resolution authorizing the acceptance of additional grant funds from the Office of the Governor for the Safe Neighborhoods Program in an amount not to exceed $52,161.00 for a total of $132,153.00. This is a 12-month award beginning October 1, 2019 and ending September 30, 2020. There will be no fiscal impact to the Health Department's FY 2019 Adopted Budget.  There is no cash match associated with this grant.

 

 

RECOMMENDATION:

 

Staff recommends City Council authorize the acceptance of funds upon award for the Safe Neighborhoods Program, funded by the Office of the Governor.
