Lighting Lutron System Upgrade at Henry B.Gonzalez Convention Center
SUMMARY:
This ordinance authorizes acceptance of a contract with Facility Solutions Group to provide all labor, material and equipment to perform an upgrade for the Lutron Lighting System at the Henry B. Gonzalez Convention Center for the Convention and Sports Facilities Department. The total cost of the Lutron upgrade is $175,026.73. Funds are available through the FY 2019 Community & Visitor Facilities Operating Budget.
BACKGROUND INFORMATION:
This contract will provide the Convention and Sports Facilities Department with an upgrade to the current Lutron Lighting System. The Lutron lighting upgrade will provide a programmable LED lighting technology control system that will operate over 4,000 lights throughout the west portion of the Convention Center in the meeting rooms, public areas, exhibit halls, building exterior and the Hemisfair Ballroom. The current Lutron system was installed in approximately 1999 and is an incandescent lighting system. An upgrade of the system was performed in 2015 by Facility Solutions Group. Facility Solutions Group is the only Lutron authorized stocking electrical distributor in South Central Texas that also has an authorized electrical contracting division for turnkey purchase and installation.
The contractor will remove and dispose of existing Lutron system Grafik 7000 processor panels and components and will replace them with a Lutron Quantum QP2 2POCSE processor panel, sensors and components. The contractor will install new cables, rewire electrical switches and electrical components as needed to connect the new upgraded Lutron system and program all wall stations and ceiling sensors in meeting rooms and ballrooms throughout the facilities. This project will be completed by November 30, 2019.
ISSUE:
This purchase is made in accordance with the Texas Local Government Purchasing Cooperative (BuyBoard #558-18) passed on Ordinance 97097, dated January 20, 2003.
SBEDA:
The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.
This contract is an exception to the Local Preference Program.
The Veteran-Owned Small Business Program does not apply to non-professional service contracts, so no preference was applied to this contract.
ALTERNATIVES:
Should this contract with Facility Solutions Group not be approved, the Convention Center would continue to utilize the existing system that is becoming obsolete as replacement parts are no longer manufactured. Should malfunctions occur to the lighting system, this could have a negative impact to the events being held at the Convention Center.
FISCAL IMPACT:

RECOMMENDATION:
Staff recommends approval of the contract with Facility Solutions Group to provide all labor, material and equipment to provide a Lutron Lighting System upgrade at the Convention Center for the Convention and Sports Facilities Department for a one-time cost of $175,026.73.
This contract is procured by means of a cooperative purchasing and a Contracts Disclosure form is not required.
