Hazmat and Asbestos Remediation Services for the San Antonio Airport System
SUMMARY:
City Council consideration of an ordinance authorizing two on-call professional services agreements with Alamo Environmental, Inc. dba Alamo1 and Tasman Geosciences, Inc. (Tasman) to provide on-call hazmat and asbestos remediation services for the San Antonio Airport System. The initial term for each agreement is three years with the option to extend for two additional one-year periods. Each agreement has a value up to $300,000.00 for the five-year period.
BACKGROUND INFORMATION:
The San Antonio Airport System requires consultants to perform all aspects of hazardous materials and asbestos remediation to comply with regulations set forth by the Texas Commission for Environmental Quality, the U.S. Environmental Protection Agency, and the Texas Department of State Health Services.
Consultants are needed to respond and perform on-call emergency environmental services related to activities involving blood-borne pathogens, smoke damage, polychlorinated biphenyls (PCBs) containing ballasts, mercury-containing lamps, and other hazardous materials within the Airport System’s facilities and surrounding areas. Consultants are also needed to perform asbestos abatement services as well as the cleanup and removal, loading, transportation, management and disposal of impacted solid and liquid media. Other work may include waste characterization, recycling or disposing of construction debris, sanitizing and deodorizing, damage assessment, minor demolition of damaged building interior, restoration and minor reconstruction of damaged areas to a useable state, and the disposal of construction/waste debris, municipal solid waste, industrial waste, hazardous waste, toxic waste, petroleum impacted waste and liquid wastes from the San Antonio Airport System.
Because the airport system is a 24-hour operation, the consultants are required to respond by telephone within 30 minutes of emergency response notifications and arrive to the site within two hours of verbal or electronic notification.
ISSUE:
A Request for Proposals was released on March 18, 2019. Four responses were received on April 24, 2019. The evaluation committee was comprised of representatives from the Aviation Department and Freese and Nichols, one of the environmental consultants for the airport system. The committee evaluated, scored and ranked the submissions based on the published evaluation criteria, which included the evaluation of Experience, Background and Qualifications; Proposed Plan; Price; and, Disadvantaged Business Enterprise (DBE) Program. The committee recommended two firms: Alamo1 and Tasman.
The Aviation Department’s Small Business Section has reviewed and approved the DBE Good Faith Effort Plan submitted by the two firms. The DBE goal for this contract was set at 8% which both firms met or exceeded. Recommended award is an exception to the Local Preference Program as the contracts are federally funded. Additionally, the recommended award is an exception to the Veteran-Owned Small Business Preference Program as grant requirements preclude application of the preference.
ALTERNATIVES:
City Council could direct staff to issue another solicitation for these services. However, the re-issue would delay the delivery of the specialized and technical expertise while a new solicitation is developed and released.
FISCAL IMPACT:
When projects are identified, funds for these professional services agreements will be identified from potential funding sources, which may include but are not limited to: Airport Operating and Maintenance Funds; Airport Capital Improvement Funds; Passenger Facility Charge Funds; General Aviation Revenue Bonds; Stinson Revolving Funds; or, Federal Aviation Administration grants. Each agreement has a contract value of $300,000.00 over the five year term.
RECOMMENDATION:
Staff recommends the approval of two professional services agreement with Alamo1 and Tasman for hazmat and asbestos remediation services for the San Antonio Airport System.
