Districts 6 and 7 Senior Center Joint Use Agreement with WellMed Charitable Foundation

 

 

SUMMARY:

 

This ordinance authorizes the execution of an agreement for the Joint Use and Co-Location of the District 6 Alicia Treviño López Senior One Stop Center and the District 7 Doris Griffin Senior One Stop Center with WellMed Charitable Foundation for a term beginning October 1, 2019 through September 30, 2025 and an option to renew for one 2-year term. Funding is available from the Department of Human Services General Fund Budget.

 

BACKGROUND INFORMATION:

 

The City is committed to providing San Antonio seniors comprehensive services that enhance their social, psychological, and physiological well-being.  As part of this commitment, the City offers a variety of services within City owned and leased facilities to senior citizens, ages 60 and older. 

 

The FY 2010 Adopted General Fund Budget included funding for the development of a comprehensive senior center in Council District 6.  In April 2010, the Department of Human Services issued a Request for Proposal (RFP) for an operator to jointly provide services at the Council District 6 comprehensive senior center.  WellMed Charitable Foundation was the only respondent. 

 

On December 1, 2010, city council approved a contract between the City of San Antonio and WellMed Charitable Foundation to co-locate and jointly provide services in a comprehensive senior center pursuant to Ordinance No. 2010-10-14-0895 passed and approved on October 14, 2010.  The Council District 6 Alicia Treviño López Senior One Stop Center opened in June 7, 2011 and was the sixth comprehensive senior center established. 

 

With the success of the Alicia Treviño López Senior One Stop Center and demand of continued and expanded comprehensive senior services, the FY 2013 Adopted General Fund Budget included funding for the development of a comprehensive senior center in Council District 7, and in December 2012, the Department of Human Services issued a RFP for an operator to jointly provide services at the Council District 7 comprehensive senior center. WellMed Charitable Foundation was, again, the only respondent. 

 

On August 8, 2013 , city council approved a contract between the City of San Antonio and WellMed Charitable Foundation pursuant to Ordinance No. 2013-08-08-0525  to co-locate and jointly provide services in a comprehensive senior center.  The Doris Griffin Senior One Stop Center opened in December 14, 2014.

 

ISSUE:

 

This ordinance authorizes a new Joint Use and Co-Location Agreement for the Districts 6 and 7 Comprehensive Senior Centers with WellMed Charitable Foundation for a term of October 1, 2019 through September 30, 2025, with an option to extend for an additional two years subject to review by the City Attorney’s Office and funding appropriation by City Council.

 

The District 6 Alicia Treviño López Senior One Stop Center, located at 8353 Culebra Rd., and the District 7 Doris Griffin Senior One Stop Center, located at 6157 NW Loop 410, (together, “the Centers”)  offer a variety of direct social services for seniors age 60 and older.  Services include congregate meals, computer classes, exercise, dance therapy, and health-related services.  In total, the Centers have over 4,000 active seniors with over 2,000 seniors receiving a congregate noon meal.

 

The execution of the Joint use and Co-Location Agreement between the City of San Antonio and WellMed Charitable Foundation to continue a partnership in the Centers will ensure continued provision of comprehensive senior services and support operations and activities for senior citizens 60 years and older. 

 

ALTERNATIVES:

 

If execution of the agreement is not authorized, a new partner or additional resources would have to be identified.  A new partnership for financing and joint use might necessitate possible re-location of the current City Council Districts 6 and 7 Comprehensive Senior Center. 

 

 

FISCAL IMPACT:

 

This ordinance authorizes the Financing and Joint Use Agreement with WellMed Charitable Foundation at the annual cost of $270,040.00 for the District 6 Alicia Treviño López Senior One Stop Center and $198,637.00 for the District 7 Doris Griffin Senior One Stop Center. Funding is available in the Department of Human Services General Fund.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance authorizing the agreement of the Financing and Joint Use Agreement between the City of San Antonio and WellMed Charitable Foundation to continue providing comprehensive senior services.
