Contract Award: FY 2019-2020 Task Order Contract for Storm Water Projects Package A

 

 

SUMMARY:

 

An ordinance authorizing a task order contract with Pronto Sandblasting & Coating & Oil-Field Services Co., Inc. in an amount not to exceed $3,142,780.00 for the FY 2019-2020 Task Order Contract for Storm Water Projects Package A located citywide.

 

 

BACKGROUND INFORMATION:

 

Task Order Contracts are utilized for small construction projects to allow for the timely execution of work.  They are advertised with an estimated quantity of work and unit prices are established by the bidding contractor for the duration of the contract.  Bid item quantities may vary from the estimated bid amount, as long as the contract does not exceed the awarded amount.  The City makes no minimum guarantee pertaining to the volume of work.

 

This Task Order contract will be utilized to construct, repair and maintain storm water related projects throughout the City.

Procurement of Services

This contract was advertised for construction bids in June 2019 in the San Antonio Hart Beat, on the City's website, on the Texas Electronic State Business Daily, on TVSA, through the electronic bidding site CIVCAST and through the TCI Small Business Economic Development Advocacy (SBEDA) Office.  Bids for this project were opened on July 9, 2019 and three bidders responded. Of these, Pronto Sandblasting & Coating & Oil-Field Services Co., Inc. submitted the lowest responsive bid.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 18% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 1% African American Business Enterprise (AABE) Subcontracting Goal. Pronto Sandblasting & Coating & Oil-Field Services Co., Inc. has committed to these goals set by the Small Business Economic Development Advocacy (SBEDA) Program.

 

This task order construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance authorizes a task order contract with Pronto Sandblasting & Coating & Oil-Field Services Co., Inc. in an amount not to exceed $3,142,780.00 for the FY 2019-2020 Task Order Contract for Storm Water Projects Package A located citywide.

 

This Task Order contract will be utilized to construct, repair and maintain storm water related projects throughout the City.  Construction services authorized by this task order will be utilized on an as-needed basis in order to expedite delivery and complete various storm water related projects citywide.  Work may include channelization, the construction of streets, storm drains, culverts, inlets, detention ponds and outfall structures.

 

 

ALTERNATIVES:

 

As an alternative, staff can be directed to individually bid out each project for construction.  However, the construction bid prices may be greater than those estimated with the Task Order Contract and bidding projects individually could prolong the delivery of these projects.

 

 

FISCAL IMPACT:

 

This ordinance authorizes a task order contract with Pronto Sandblasting & Coating & Oil-Field Services Co., Inc. in an amount not to exceed $3,142,780.00 for the FY 2019-2020 Task Order Contract for Storm Water Projects Package A.  Funding for storm water projects is available and included in the adopted FY 2019-2024 Capital Improvements Program with various funding sources to include, but not limited to, Storm Water Revenue Bonds, the Storm Water Operating Fund, and the Storm Water Regional Facilities Fund.

 

Requirements for each task shall be detailed in the individual work orders assigned. The City makes no guarantees on the volume of work distributed. All expenditures will be in accordance with the FY 2019 Adopted Operating and Capital Budget approved by City Council. Future fiscal year expenditures are contingent upon Council approval of the annual budget.

 

 

RECOMMENDATION:

 

Staff recommends the approval of this ordinance authorizing a task order contract with Pronto Sandblasting & Coating & Oil-Field Services Co., Inc. in an amount not to exceed $3,142,780.00 for the FY 2019-2020 Task Order Contract for Storm Water Projects Package A.
