Tactical Equipment, Body Armor, and Accessories for SAPD


SUMMARY:

An Ordinance accepting the offer from GT Distributors, Inc., to provide the San Antonio Police Department (SAPD) with the purchase and delivery of tactical equipment, body armor and accessories for a total cost of $177,118.16 funded through the FY 2019 General Fund.


BACKGROUND INFORMATION:

Submitted for City Council consideration and action is the offer submitted by GT Distributors, Inc. to provide the San Antonio Police Department (SAPD) with tactical equipment, body armor, and accessories for a one-time cost of $177,118.16.

The tactical equipment and body armor are required to meet the technical standards of the National Institute of Justice (NIJ) Standards for ballistic resistance for threat level IIIA. All tactical equipment and body armor are also required to be custom fitted by the awarded vendor prior to delivery. The equipment will be utilized by the SAPD Tactical Anti-Gang (TAG), Street Crimes, and Narcotics Units.

The City issued a Request for Offer (RFO) for the one-time purchase for the "SAPD - Tactical Equipment, Body Armor, and Accessories" on July 24, 2019, with a submission deadline of August 07, 2019. This purchase is exempt from competitive bidding citing the public health or safety provision allowed under state statute to maintain consistency with prior body armor purchases made by SWAT, Bomb, K-9, Repeat Offenders Patrol, Narcotics, and the Special Crime Units.


ISSUE:

This contract will provide the SAPD with the purchase of tactical equipment for the protection of uniformed police officers in the field against projectiles. This purchase will replace existing tactical equipment which will meet the manufacturer's life cycle thresholds in the near future.
