SUBJECT:

Authorizing a professional services agreement with Quality Response Medical Staffing, LLC to perform preventative medical care for the San Antonio Metropolitan Health District's (Metro Health's) STD/HIV Program.



SUMMARY:

An ordinance authorizing the execution of a professional services agreement with Quality Response Medical Staffing, LLC to perform preventative medical care, as would fall within the scope of practice for a Public Health Nurse Practitioner or Physician Assistant, under the general supervision of Metro Health's Medical Director for the STD/HIV Program. This agreement is for a total amount not to exceed $50,000.00 for the initial term and an amount not to exceed $50,000.00 for each of the two (2) optional one year renewals. The term of the proposed agreement begins upon approval by City Council to end on September 30, 2020.



BACKGROUND INFORMATION:

A Request for Proposal (RFP) was issued on June 22, 2019 to select a qualified Public Health Nurse Practitioner or Physician Assistant to provide preventative medical care under the general supervision of Metro Health's Medical director and the STD/HIV Health Program Manager. The RFP was advertised in the San Antonio Express-News, TVSA channel, San Antonio eProcurement system, and an email notification was released to a list of potential Respondents. Responses were due on July 23, 2019 and a total of two (2) firms responded to the RFP and were deemed eligible for review.

The proposals were reviewed by the selection committee on August 26, 2019, which included representatives from Metro Health. Proposals were evaluated and scored based on the following criteria: Experience, Background, and Qualifications; Proposed Plan; Price; the Small Business Enterprise Prime Contract Program; and, the Minority Owned Women Business Enterprise Prime Contract Program.
