SUBJECT:

 

Authorizing a professional services agreement with Quality Response Medical Staffing, LLC to perform preventative medical care for the San Antonio Metropolitan Health District’s (Metro Health’s) STD/HIV Program.

 

 

 

SUMMARY:

 

An ordinance authorizing the execution of a professional services agreement with Quality Response Medical Staffing, LLC to perform preventative medical care, as would fall within the scope of practice for a Public Health Nurse Practitioner or Physician Assistant, under the general supervision of Metro Health’s Medical Director for the STD/HIV Program. This agreement is for a total amount not to exceed $50,000.00 for the initial term and an amount not to exceed $50,000.00 for each of the two (2) optional one year renewals. The term of the proposed agreement begins upon approval by City Council to end on September 30, 2020.

 

 

 

BACKGROUND INFORMATION:

 

A Request for Proposal (RFP) was issued on June 22, 2019 to select a qualified Public Health Nurse Practitioner or Physician Assistant to provide preventative medical care under the general supervision of Metro Health’s Medical director and the STD/HIV Health Program Manager. The RFP was advertised in the San Antonio Express-News, TVSA channel, San Antonio eProcurement system, and an email notification was released to a list of potential Respondents. Responses were due on July 23, 2019 and a total of two (2) firms responded to the RFP and were deemed eligible for review.

 

The proposals were reviewed by the selection committee on August 26, 2019, which included representatives from Metro Health. Proposals were evaluated and scored based on the following criteria:  Experience, Background, and Qualifications; Proposed Plan; Price; the Small Business Enterprise Prime Contract Program; and, the Minority Owned Women Business Enterprise Prime Contract Program.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program. Quality Response Medical Staffing, LLC is a small, minority, women-owned firm that received twenty evaluation preference points as they are located within the San Antonio Metropolitan Statistical Area.

 

The Local Preference and Veteran Owned Small Business Program were not applicable to this solicitation.

 

The Veteran-Owned Small Business Preference Program does not apply to professional service contracts governed by statute, so no preference was applied to this contract.

 

ISSUE:

 

Metro Health is requesting City Council authorization of an agreement with Quality Response Medical Staffing, LLC to perform preventative medical care for Metro Heath’s STD/HIV Program.

 

Metro Health is engaged in a variety of programs that require professional medical services.  The STD and HIV Prevention and Control Program provides evaluation and diagnosis of sexually-transmitted disease (STD) infections, treatment and counseling for most STDs, and referrals to a primary care provider for infections requiring ongoing medical care. 

 

These services are provided to residents of San Antonio and Bexar County and to those who have no other means of obtaining STD services.  The onsite preventive care and supervision of a nurse practitioner/physician assistant is needed to examine, diagnose, and treat patients in the daily operations of the STD/HIV program clinic that is vital to the health of the community.

 

 

 

ALTERNATIVES:

 

Should this agreement not be approved, Metro Health would have to identify an alternate health care provider in order to meet this need for Metro Heath’s STD/HIV Program. Metro Health would not have the onsite preventive care and supervision of a nurse practitioner/physician assistant to examine, diagnose, and treat patients in the daily operations of the STD/HIV program clinic that is vital to the health of the community.

 

 

 

FISCAL IMPACT:

 

This ordinance authorizes an agreement with Quality Response Medical Staffing, LLC for the provision of professional healthcare services in an amount up to $50,000.00 for a term ending September 30, 2020 with the option to renew for two (2) one (1) year terms. Funding for this agreement is available in the FY 2020 Metro Health General Fund Adopted Budget.

 

 

 

RECOMMENDATION:

 

Staff recommends approval of an ordinance authorizing an agreement with Quality Response Medical Staffing, LLC. to perform preventative medical care for Metro Heath’s STD/HIV prevention and control program for a one (1) year term with the option to renew for two (2) one (1) year terms. 

 

This contract was procured by means of Request for Proposals and a Contract Disclosure Form is attached.
