SUBJECT:

 

Ratifying the execution of an agreement with the Texas Department of State Health Services (DSHS) for laboratory milk sample testing.

 

 

SUMMARY:

    

The San Antonio Metropolitan Health District's (Metro Health) laboratory services branch provides analysis of milk samples submitted by DSHS for testing at their request.

 

This ordinance ratifies the execution of a fee for service agreement with the DSHS and approves acceptance of additional funds in the amount of $17,943.00 from DSHS for a total amount not to exceed $89,714.00.

 

Furthermore this ordinance authorizes the Director of Metro Health to initiate, negotiate, and execute any and all necessary documents to effectuate the acceptance of the referenced funds, to include executing a contract amendment pertaining to this contract, and to execute additional contract amendments pertaining to this contract to include amendments which will increase the compensation by the funding agency in an amount up to 20% of the total amount awarded to the contract to inclusive of the funds  under this ordinance.

 

 

 

BACKGROUND INFORMATION:

 

Metro Health’s laboratory services branch provides analysis of milk samples at DSHS’ request as a fee for service.  Metro Health’s laboratory has been under contract with DSHS providing milk sample analysis for several years.  Council approved the last fee for service contract February 14, 2019, Ordinance No. 2019-02-14-0118, for an amount up to $71,771.00.  DSHS has increased the fees and amounts they will reimburse vendors for milk sample analysis.  As a result of this increase in their fee structure, Metro Health may be able to accept an additional $17,943.00 for a total amount of $89,714.00 in reimbursement funds.

 

 

ISSUE:

 

Metro Health’s Laboratory provides laboratory analysis of milk samples received from DSHS based on fee amounts as determined by DSHS. The amount Metro Health may be reimbursed for this service has increased from $71,771.00 to $89,714.00. This increase of $17,943.00 is more than 20% of the original amount as authorized by Ordinance number 2019-02-14-0118. Therefore, Metro Health requests City Council ratify the execution of an agreement with DSHS which will provide additional funds from DSHS for the laboratory analysis of milk samples.

 

 

ALTERNATIVES:

 

Should City Council not ratify the execution of the agreement, Metro Health will forgo an opportunity to receive additional fee income from DSHS for milk sample analysis, resulting in lost revenues.

 

 

FISCAL IMPACT:

 

This ordinance ratifies the execution of an agreement with the Texas Department of State Health Services which will increase the compensation to the San Antonio Metropolitan Health District by an amount of $17,943.00, for a total amount not to exceed $89,714.00, for laboratory analysis of milk samples for a term ending August 31, 2020.  There is no impact to the General Fund.

 

 

RECOMMENDATION:

 

Staff recommends City Council approval for the ratification of an agreement with the DSHS for an additional amount of $17,943.00 for a total amount not to exceed $89,714. 00 for the period of September 1, 2019 through August 31, 2020 for laboratory milk sample analysis performed for DSHS at their request.
