SUBJECT:                     Post-Solicitation Briefing for Airfield Improvements Package 6

The Airfield Improvements, Package 6 project consists of the reconstruction and relocation of Taxiway E to improve the taxiway pavement condition and to enhance airfield safety by moving it away from a high-intensity area; construction of temporary Bypass Taxiway RC in order to maintain airfield access to the runways for three corporate tenants during the anticipated FY21 Airfield Improvements, Package 7 construction; and the relocation of and improvements to the FAA’s underground communication loop system impacted in both of the project areas. This project is anticipated to be funded in part with Federal Aviation Administration Airport Improvement Program grant funds.

 

On April 1, 2019, a Request for Competitive Sealed Proposals (RFCSP) was released.  Four proposals were received on June 11, 2019 and deemed eligible for evaluation. The evaluation committee representatives were Loyce Clark, Chief of Asset & Planning, Aviation Department; Ryan Rocha, Chief of Operations, Aviation Department; Dennis Fiemeyer, PE, CM, Construction & Development Manager, Aviation Department; Candyce Selby, PE, CM, Senior Engineer, Aviation Department; and John Verburg, Senior Aviation Project Manager, Atkins North America, Inc.

 

The evaluation committee met to discuss and score all proposals on July 12, 2019. The committee short-listed the top two Respondents for interviews. The committee reconvened on July 24, 2019 for interviews which were followed by final discussion and scoring. The committee recommends awarding the contract to the highest-ranked respondent.

 

The estimated contract value is $7,691,662.96.  This item is scheduled for Council consideration on October 17, 2019.
