Purchase of Zoll ResQCPR Systems and Portable Ventilators


SUMMARY:

This ordinance authorizes acceptance of an offer from Zoll Medical Corporation for the purchase and delivery of 100 each Zoll ResQCPR Systems and 10 each Zoll Portable Ventilators for a total cost of $233,556.00. Funding for this purchase is available in the FY 2020 General Fund Budget.


BACKGROUND INFORMATION:

Submitted for City Council consideration and action is the offer submitted by Zoll Medical Corporation for the purchase of 100 each Zoll ResQCPR Systems and 10 each Zoll Portable Ventilators for a total cost of $233,556.00. The San Antonio Fire Department (SAFD) Emergency Medical Service Division requires the purchase and delivery of Portable Ventilators and ResQCPR devices for use in the field. The portable ventilators and ResQCPR devices will be used by SAFD first responders during emergency medical responses.

The San Antonio Fire Department and the UT Health Office of the Medical Director have identified through a medical improvement process an adjunct to the provision of CPR for SAFD's First Response units and Paramedic Ambulances that will improve CPR. The ResQ CPR system enhances the effectiveness of manual CPR by helping fill the heart with blood and reducing pressure on the brain during CPR while the portable ventilator fills the lungs with the correct amount of oxygen.

This CPR system is recommended in the Take Heart America bundle of care and endorsed by the International Resuscitation Consortium along with a Class IIb recommendation by the American Heart Association guidelines. This additional treatment is currently prescribed in the San Antonio Fire Department Clinical Operating Guidelines.
