SUBJECT:

Purchase of a Heavy Rescue Truck

SUMMARY:

This ordinance authorizes acceptance of a contract with Siddons Martin Emergency Group to provide the Fire Department with one replacement Pierce Velocity Heavy Duty Rescue Truck for a total cost of $1,153,684.81.  Funding is available from the FY 2020 Equipment Renewal and Replacement Fund Budget.

BACKGROUND INFORMATION:

Submitted for City Council consideration and action is the offer submitted by Siddons Martin Emergency Group to provide one replacement 2019 Pierce Velocity Heavy Duty Rescue truck for use by the Fire Department for a total cost of $1,153,684.81.

This vehicle will be used by the Fire Department Technical Rescue Team that deploys heavy power equipment to respond to emergencies where there are impediments obstructing rescue.  This vehicle will be used in response to structural collapses, trench rescues, confined space rescue, advanced vehicle extraction and swift water rescues.  There are currently two vehicles of this type in service, and this action would provide one replacement truck.

ISSUE:

This contract will provide the Fire Department with one 2019 Pierce Velocity Heavy Duty Rescue Truck to support its Technical Rescue Team.  The replacement vehicle will be housed at Fire Station #11 which primarily services the southern half of the City, but can be deployed where needed throughout the San Antonio area.  The second heavy duty rescue truck in the fleet is housed at Fire Station #51 and primarily services the northern half of the City, and likewise can be deployed as needed anywhere in the San Antonio area.

The life expectancy of the new vehicle is 120 months.  This vehicle comes with a 24 month bumper-to-bumper warranty.

This unit will be purchased from Siddons Martin Emergency Group utilizing the Houston-Galveston Area Council cooperative contract number FS12-17. This purchase will be made in accordance with the Houston-Galveston Cooperative Program passed on resolution 96-41-48 dated 10/10/1996.

The Houston-Galveston Cooperative Program is administered by the Houston-Galveston Area Council Cooperative.  All products and services included in this cooperative were competitively bid and awarded by the Cooperative’s Board of Trustees based on Texas statutes.

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

The recommended award is an exception to the Local Preference Program.

The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.

ALTERNATIVES:

The current vehicle scheduled for replacement has met its age requirement cycle and may not be economically feasible to repair.  The cost of maintenance and repair increases as vehicles age, as does the likelihood of breakdown and time.  These occurrences impact the department’s ability to meet its mission requirements.  Additionally, if the replacement vehicle is not purchased, a potential delay in the delivery of necessary emergency services to the citizens of San Antonio could occur.
