SUBJECT:

 

Contract Award: Blossom Park (Lotus Blossom Street) (2017 Bond)

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a construction contract to Clearfield Construction, LLC in the amount of $686,292.20 of which $197,773.00 will be reimbursed by San Antonio Water System (SAWS) for the Blossom Park (Lotus Blossom Street) project, a 2017 Bond funded drainage project, located in Council District 9.

 

BACKGROUND INFORMATION:

 

On May 6, 2017, voters approved the 2017 Bond Program which authorized $1,400,000.00 for drainage and flood control improvements for the Blossom Park (Lotus Blossom Street) project located in Council District 9.

 

This project will provide for drainage and flood control improvements to include the installation of a new, larger box culvert replacing the existing undersized box culvert underneath Lotus Blossom Street including the reconstruction of the bridge approaches on Lotus Blossom, as well as the adjoining sidewalks and driveways.  Additionally, the existing eroded channel armor will be removed and replaced providing more efficient water flow throughout the neighborhood. 

Procurement of Services

This project was advertised in July 19, 2019 for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA, through electronic bidding site CivCast and through the TCI Small Business Office.  Bids were opened on Tuesday August 20, 2019 and four bids were received.  Of these, Clearfield Construction, LLC submitted the lowest responsive bid.  A matrix of the bid outcome is included herein.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on the contract. The Goal Setting Committee set a 21% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 2% African American Business Enterprise (AABE) subcontracting goal.  Clearfield Construction, LLC has committed to meeting the subcontractor participation goal.

 

This construction contract was developed utilizing the low bid process.  Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance accepts the lowest responsive bid and awards a construction contract to Clearfield Construction, LLC in the amount of $686,292.20 of which $197,773.00 will be reimbursed by San Antonio Water System (SAWS) for the Blossom Park (Lotus Blossom Street) project, a 2017 Bond funded drainage project, located in Council District 9.

Project construction is anticipated to begin Fall 2019 and estimated to be completed Summer 2020.  Construction activities will take place six days a week, sunrise to sunset.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise the project; however, the additional time required for another solicitation process would adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $686,292.20 payable to Clearfield Construction, LLC.  Of this amount, $197,773.00 will be reimbursed by San Antonio Water System (SAWS).  Funds are available from the 2017 General Obligation Bond Program and are included in the FY 2020 - FY 2025 Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract to Clearfield Construction, LLC in the amount of $686,292.20, of which $197,773.00 will be reimbursed by San Antonio Water System (SAWS) for the Blossom Park (Lotus Blossom Street) project.
