Contract Award:  Upland Road (2017 Bond Project)

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a construction contract to R.L. Jones, LP in the amount of $7,054,768.50, of which $1,578,726.00 will be reimbursed by San Antonio Water System (SAWS) and $254,100.00 will be reimbursed by CPS Energy for the Upland Road Project, a 2017 Bond drainage funded project, located in Council District 2. 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017 voters approved the 2017 Bond Program which authorized $6,910,000.00 for the Upland Road Project located in Council District 2.

 

This project will provide for the construction of a storm drain system allowing ponding and erosion relief to neighborhood streets and properties in the Eastwood Village area.  The project will also provide for street reconstruction to include curbs, sidewalks and driveway approaches as needed.  Additionally included as part of the project will be a total pavement reconstruction of Upland Road, Jarbet Drive, Eastwood Drive and Algruth Drive and outfall and utility improvements. 

 

Project construction is anticipated to begin in November 2019 and estimated to be completed by January 2021.

 

Procurement of Services

This project was advertised on August 5, 2019 for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA, through the electronic bidding site CivCast and through the TCI small Business Office.  Bids were opened on September 3, 2019 and two (2) bids were received.  Of these, RL Jones, LP submitted the lowest responsive bid. A matrix of the bid outcome is included herein.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract.  The Goal Setting Committee set a 28% Minority/Women Business Enterprise (M/WBE) and a 4% African-American Owned Business Enterprise (AABE) subcontracting goal.  R.L. Jones, LP has agreed to meet the subcontracting participation goals.

 

This construction contract was developed utilizing the low bid process.  Therefore, a Contracts Disclosure Form is not required.

 

ISSUE:

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $7,054,768.50 authorized payable to R.L. Jones, LP of which $1,578,726.00 will be reimbursed by San Antonio Water System (SAWS) and $254,100.00 will be reimbursed by CPS Energy.  Funds are available from the 2017 General Obligation Bond Program and are included in the FY 2020 - FY 2025 Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract to R.L. Jones, LP in the amount of $7,054,768.50, of which $1,578,726.00 will be reimbursed by San Antonio Water System (SAWS) and $254,100.00 will be reimbursed by CPS Energy for the Upland Road Project.
