Contract Award:  Normoyle Park (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $737,072.00 to Crownhill Builders, Inc. for the Normoyle Park Project, a 2017 Bond funded project, located in Council District 5.

 

 

BACKGROUND INFORMATION:

 

Project Background

The approved 2017 Bond Program included $1,150,000.00 for Normoyle Park improvements.  This project will provide for the construction of a new softball field and expansion of an existing field’s outfield in order to build a regulation size field for the San Antonio Senior Softball League (SASSL).  The addition of the new field to the existing three fields will create a four-field softball complex which will accommodate the SASSL’s expanding membership and allow for Normoyle Park to host regional and state senior softball tournaments in San Antonio.  Construction is anticipated to begin November 2019 and estimated to be completed by April 2020.

 

Procurement of Services

This project was advertised on July 29, 2019 for construction bids in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily, on TVSA, through the electronic bidding site CivCast and through the TCI Small Business Office. Bids were opened on August 27, 2019 and seven (7) bids were received. Of these, Crownhill Builders, Inc. submitted the lowest responsive bid. A matrix of the bid outcome is included herein.

 

This contract will be awarded in compliance with the new Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on the contract. The Goal Setting Committee set a 15% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 3% African-American Business Enterprise (AABE) subcontracting goal. Crownhill Builders, Inc. has committed to meeting the subcontractor participation goal.

 

This construction contract was developed utilizing the low bid process.  Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance accepts the lowest responsive bid and awards a construction contract in the amount of $737,072.00 to Crownhill Builders, Inc. for the Normoyle Park Project, a 2017 Bond funded project, located in Council District 5.

 

The Project will provide for the construction of a new softball field and expansion of an existing field’s outfield in order to build a regulation size field for the San Antonio Senior Softball League (SASSL).  The addition of the new field to the existing three fields will create a four-field softball complex which will accommodate the SASSL’s expanding membership and allow for Normoyle Park to host regional and state senior softball tournaments in San Antonio.  As part of construction of the new field, the project will also provide for new soil, grading, sod grass, dirt infield, fencing, a backstop, bases and pitcher’s mound, dugouts and bleachers. 

 

Project construction is anticipated to begin November 2019 and estimated to be completed by April 2020. 

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $737,072.00 payable to Crownhill Builders, Inc.  Funds are available from the 2017 General Obligation Bond Program and are included in the FY 2020 - FY 2025 Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $737,072.00 to Crownhill Builders, Inc. for the Normoyle Park Project.
