2019 National Crime Statistics Exchange (NCS-X State) Implementation Assistance Program Continued Support for Program Participant Grant Acceptance

SUMMARY:

 

Ordinance authorizing the acceptance of grant funds not to exceed $500,000.00 for the 2019 National Crime Statistics Exchange (NCS-X State) Implementation Assistance Program Continued Support for Program Participant grant from the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Statistics (BJS) for transitioning of the San Antonio Police Department (SAPD) standard reporting method of the Uniform Crime Reporting (UCR) Program to the Federal Bureau of Investigation’s (FBI) National Incident-Based Reporting System (NIBRS) for a grant period ending September 30, 2021.

 

BACKGROUND INFORMATION:

 

The grant application was authorized by a Special Category Grant Opportunity Submission Authorization Request and the application was submitted to BJS on July 30, 2019.  This grant is a supplementation to the FY 2016 National Crime Statistics Exchange (NCS-X) Implementation Assistance Program Grant of $87,978.00. 

The San Antonio Police Department (SAPD) was notified on September 20, 2019, that it had been awarded the FY 2019 National Crime Statistics Exchange (NCS-X State) Implementation Assistance Program Continued Support for Program Participant grant in the amount of $500,000.00.

The FY 2019 National Crime Statistics Exchange (NCS-X State) Implementation Assistance Program Continued Support for Program Participant grant objective is to fund the transition of the SAPD standard reporting method of the Uniform Crime Reporting (UCR) Program to the Federal Bureau of Investigation’s (FBI) National Incident-Based Reporting System (NIBRS). 

The SAPD will use the supplemental funding toward the purchase and implementation of a new Records Management System (RMS). The recommendation to procure a new RMS will be presented to City Council at a subsequent City Council Meeting in November 2019.

ISSUE:

 

Acceptance of additional grant funds in the amount of $500,000.00 from the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Statistics for transitioning of the San Antonio Police Department standard reporting method of the Uniform Crime Reporting (UCR) Program to the Federal Bureau of Investigation’s National Incident-Based Reporting System (NIBRS) for a grant period ending September 30, 2021.

 

ALTERNATIVES:

 

This grant provides an opportunity to the City of San Antonio to fund a portion of the cost associated with replacing the current Records Management System (RMS).

 

FISCAL IMPACT:

 

This ordinance authorizes the San Antonio Police department to accept additional grant funds in an amount of $500,000.00 for a total of $587,978.00. This grant does not require an in-kind or cash match.

 

RECOMMENDATION:

 

Staff recommends that City Council approve the acceptance of the grant award to comply with the SAPD transition to becoming NIBRS compliant.  This approval will support the implementation goal for NIBRS reporting.
