2020-2021 Competitive Grants Request for Proposals


SUMMARY:

This item includes a staff briefing of the 2020-21 Pre-K 4 SA Competitive Grants request for proposals application to award $4,200,000 in funding to support high quality prekindergarten programs in public, charter, private, and parochial schools.


BACKGROUND INFORMATION:

Pre-K 4 SA competitive grants were approved during the program authorization vote in 2012. The first Request for Proposals (RFP) was released in November 2015 and awarded $8.4 million to fifteen agencies for the 2016-18 grant cycle. Additional grants were awarded during a second grant cycle (2018-20). Pre-K 4 SA is releasing a new Request for Proposals for the 2020-21 cycle for one year.

ISSUE:

Pre-K 4 SA intends to award approximately $4.2 million in grant awards for the 2020-21 school year to educational organization across San Antonio with the goal of creating comprehensive, high quality early childhood education programs.

Eligible applicants may apply in the following two categories:

A. Public ISDs/Charter Schools
B. Accredited Private/Parochial Schools

The department intends to release the Competitive Grants Request for Proposals December 20, 2019. A committee of Pre-K 4 SA staff and external reviewers will evaluate the responses, and finalists will be recommended for approval from the Board of Directors during the May 2020 Board meeting. Contracts for awarded agencies will begin July 1, 2020.

This item will include an overview of the RFP concept, timeline, description of the grant program goals, eligibility criteria for the two categories, evaluation criteria, and details on the committee structure.


ALTERNATIVES:
