Briefing on AlamoPROMISE program and funding request

 

 

SUMMARY:

 

Presentation by Alamo Colleges on the AlamoPROMISE program and a briefing by City staff on the funding request made to the City of San Antonio.

 

BACKGROUND INFORMATION:

 

In July of 2019, Alamo Colleges District board voted to launch the first phase of the AlamoPROMISE program that will provide new graduates of Bexar County high schools free tuition at its five Alamo Colleges: Northeast Lakeview College, Northwest Vista College, Palo Alto College, San Antonio College, and St. Philips College. 

 

AlamoPromise ensures that tuition and mandatory fees at the Alamo Colleges are covered for students who graduate from participating high schools. As a last-dollar funding, AlamoPROMISE covers the gap between financial aid and the cost of tuition for up to three years. To become an AlamoPROMISE Scholar, you must be a senior graduating from one of the 25 participating high schools with a high school diploma in 2020 and a Bexar County resident eligible for in-district tuition.  Phase 1 High Schools include:

By the fall of 2021, the AlamoPROMISE program will be available to all students graduating with a diploma from an additional 20 participating high schools.  Phase 2 schools include:

The proposed funding plan for AlamoPromise includes private, federal, and local participation to include annual contributions from the City and County.  Year 1 of the program is estimated to cost $5.6 million and Year 5 is estimated to increase to $39.7 million.  If funded as proposed, approximately 36,000 unduplicated students will be served over 5 years.

 

Alamo Colleges submitted a funding request to the City and County in July 2019.  The FY2020 City Budget included $154,218 for year 1 and an additional $1,424,331 is available from the FY2020 budget reserves if approved by City Council.  The sources of funds for the remainder of the request have not been identified.  The FY2020 Bexar County Budget also includes funding for Year 1 in the amount of $154,218.

ISSUE:

 

Alamo Colleges and City staff would like the opportunity to brief the full council on the AlamoPromise program and discuss the funding plan as proposed by Alamo Colleges.

FISCAL IMPACT:

 

The FY2020 City Budget included funding for year 1 of the funding plan.  Funding for year 2 has been identified in the General Fund as part of the FY 2020 Budget Amendments approved by City Council on September 12.  Funding for year’s 3-5 has not been identified.  Staff will return to City Council with a recommended funding plan for AlamoPromise at a future Council meeting.
