Contract Award (Job Order Contract): Public Safety Answer Point Automatic Transfer Switch Replacement

 

 

SUMMARY:

 

This ordinance authorizes a contract with Inoca Holdco, II LLC. dba Fox Service Company for the purchase of an automatic transfer switch and all labor, material and equipment to install the automatic transfer switch at the City of San Antonio’s Public Safety Answering Point for a one-time cost of $137,905.23.  Funding is available through previously authorized tax notes and included in the FY 2020 - FY 2025 Capital Improvement Program.

 

 

BACKGROUND INFORMATION:

 

The City of San Antonio’s Public Safety Answering Point (PSAP) Call Center is located on Brooks City Base on the South East side of San Antonio. This building houses the 911 response and support personnel along with the associated systems that support the emergency dispatch services for SAPD and SAFD. The center receives and dispatches information for assistance via radio operations and through the City’s Computer Aided Dispatch (CAD) system to SAPD’s and SAFD’s first responders based on the 911 call’s routing requirements.  Additionally, PSAP houses the 911 phone network core and dispatches calls to the surrounding Comal, Guadalupe, and Medina counties. 

 

PSAP relies on Automatic Transfer Switches (ATS) to transfer utility power to generator power in the event of a power outage.  This project provides for the replacement of an ATS that would allow for completion of routine maintenance tasks. The replacement ATS will enable maintenance to be completed without the need of a power outage. One of the existing ATS does not have an internal bypass to allow for maintenance. This replacement will enable the safe performance of maintenance services on the ATS.

 

This project was selected to utilize the Job Order Contracting (JOC), an alternative Project delivery method which three contractors were approved through Ordinance 2016-10-20-0808 by City Council on October 20, 2016.  The use of the JOC delivery method provides the City with on-call maintenance and repair services for City buildings and facilities.  Assignment of JOC contractors to specific jobs is based on the contractor’s current workload, overall capacity, and familiarity with a specific facility, expertise in completing specific task and/or managing a specific trade needed to carry out the requested maintenance or repair services. Of the three contractors, Inoca Holdco, II LLC dba Fox Service Company was selected based upon the lowest cost proposal submitted for this project. 

 

 

ISSUE:

 

This ordinance authorizes a task order to a Job Order Contract with Inoca Holdco, II LLC. dba Fox Service Company in the amount of $137,905.23 for the purchase of an automatic transfer switch and all labor, material and equipment to install the automatic transfer switch at the City of San Antonio’s Public Safety Answer Point. A Job Order Contract is being utilized to expedite the purchase and installation of the ATS.   

 

The replacement of the ATS will enable staff to safely perform the required maintenance services on the ATS without adversely affecting the equipment or building services in the event of a power outage.

 

This contract is an exception to the Local Preference Program. 

 

The Veteran-Owned Small Business Preference Program does not apply to non-professional service contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

Should this contract not be approved, the maintenance of the ATS unit would not be fully completed safely. In addition, preventive maintenance tasks will require a temporary outage which will result in the relocation of the call center personnel.

 

FISCAL IMPACT:

RECOMMENDATION:

 

Staff recommends approval of this ordinance authorizing a task order to a Job Order Contract in the amount of $137,905.23 to Inoca Holdco, II LLC. dba Fox Service Company for all labor, material and equipment to replace an automatic transfer switch at the Public Safety Answer Point for the Building and Equipment Services Department.
