Contract Award: Growden Gate 3rd Lane
SUMMARY:
An ordinance accepting the lowest responsive bid and awarding a construction contract to Alamo City Constructors, Inc. in an amount not to exceed $470,411.20 for the Growden Gate 3rd Lane Project, a previously debt funded project, located in Council District 4.
BACKGROUND INFORMATION:
The Growden Gate 3rd Lane Project is a project being completed in partnership with Joint Base San Antonio (JBSA). The City of San Antonio owns the Growden Gate right-of-way in front of the inspection area at JBSA. The Growden Gate commercial vehicle inspection lane’s check point within the inspection area serves all commercial vehicles entering JBSA - Lackland Main Base. The check point is currently undersized and inadequate to accommodate traffic at peak hours. Additionally, the road leading to the check point, Growdon Road, was built as a two lane road and does not have a lane for vehicle stacking which can cause potential head-on collisions.
The Project will provide for the alleviation of commercial vehicle traffic stacking on Growdon Road up to 1,000 feet beyond the commercial vehicle inspection lane entry area. Additionally, the Project will widen Growdon Road into three lanes to accommodate for commercial traffic entering and waiting to enter the vehicle inspection check point as well as the mill and overlay and reconstruction of the driveway to Growden Gate.
Project construction is anticipated to begin January 2020 and estimated to be completed by March 2020.
Procurement of Services
This project was advertised on August 26, 2019 for construction bids in the San Antonio Hart Beat, the Texas Electronic State Business Daily, on the City’s website, on TVSA and through electronic bidding site CIVCAST. Bids were due on October 1, 2019 and two bids were received. Of these, Alamo City Constructors, Inc. submitted the lowest responsive bid.
This contract will be awarded in compliance with the new Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on the contract. The Goal Setting Committee set a 28% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 2% African-American Business Enterprise (AABE) subcontracting goal. Alamo City Constructors, Inc. has committed to meeting the subcontractor participation goal.
This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.
ISSUE:

ALTERNATIVES:
As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project. However, considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project.
FISCAL IMPACT:
This is one-time capital improvement expenditure in the amount not to exceed $470,411.20 payable to Alamo City Constructors, Inc. Funds are available from previously authorized debt funds and are included in the FY 2020 - FY 2025 Capital Improvements Program Budget.
RECOMMENDATION:
Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in an amount not to exceed $470,411.20 to Alamo City Constructors, Inc. for the Growden Gate 3rd Lane Project.
