Live Animal Transport Trucks

 

 

SUMMARY:

 

This ordinance authorizes the acceptance of an annual contract with Grande Truck Center of San Antonio, Texas to provide the City of San Antonio Animal Care Services Department with ten Live Animal Transport trucks for a total cost of $566,370.00.  Four trucks are planned for purchase in FY 2020 and six trucks are planned for FY 2021.  The FY 2020 purchase will consist of two replacement and two additional units.  Funding for the two replacement trucks in the amount of $113,274.00 is available from the FY 2020 Equipment Renewal and Replacement Fund Budget. Funding for the two additional units in the amount of $113,274.00 is available from the FY 2020 General Fund Budget.  Funding for the purchase of six replacement units in FY 2021 in the amount of $339,822.00 is subject to the future appropriation of funds.

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the attached tabulation of three competitive bids to provide the Animal Care Services Department with a contract for the purchase of ten live animal transport trucks.  These trucks will be used for animal control operations throughout the City. Currently, there are 26 live animal transport trucks in the City’s fleet.  The purchase of two additional trucks in FY 2020 will increase the fleet to 28 trucks. 

 

ISSUE:

 

This contract will provide the Animal Care Services Department with four live animal transport trucks in FY 2020. Replacement of two units is consistent with the City’s Equipment Renewal and Replacement Fund and two additional units will be provided for to the Animal Care Services Department for animal control operations. The addition of two units will allow the department to support high impoundment districts and improve responsiveness to resident’s call for service.

 

The cab and chassis are covered by 36 month/36,000 miles warranty and the live animal transport truck bodies are covered by 12 months parts and labor basic warranty and 60 months parts and labor on the heating, ventilation, and air conditioning system.

 

The life expectancy of the new equipment is 96 months.

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

The recommended award is to the lowest responsive bidder, who is a local business; therefore, application of the Local Preference Program was not required. 

 

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

The current live animal transport trucks scheduled for replacement have met or will meet their age and or mileage requirement cycles before they are replaced. The replacement date is considered the optimum time for replacement in that delay of the acquisition could result in the vehicles incurring higher maintenance costs as a result of age or high mileage. This could impact the City’s ability to provide essential services to the residents of San Antonio.

 

 

FISCAL IMPACT:

 

FY 2020 funds in the amount of $226,548.00 are available for the initial purchase of two replacement and two additional live animal transport trucks. Funding in the amount of $113,274.00 is available from the Equipment Renewal and Replacement Fund and funding in the amount of $113,274.00 is available from the FY 2020 General Fund.  The purchase of the six  replacement live animal transport trucks in FY 2021 is subject to the appropriation of future funding.

 

 

RECOMMENDATION:

 

Staff recommends the approval of a contract with Grande Truck Center of San Antonio for the purchase of ten live animal transport trucks for a total cost of $566,370.00 over the term of the contract.

 

This contract is procured on the basis of low bid and a Contract Disclosure form is not required.
