Pre-Solicitation Briefing for the 2021 Organics Materials Processing Contract Request for Proposal

 

SUMMARY:

 

This presentation will provide a brief project scope and overview of the solicitation of the 2021 Organics Material Processing Contract. Additionally, the presentation will provide an overview of the solicitation type, the proposed term, the estimated value, and the current contract status as well as the selection committee and the evaluation criteria.

 

Once responses are received and reviewed, staff will return to provide another presentation and recommendations for award.

 

 

BACKGROUND INFORMATION:

 

Organics is the material collected in the City’s green cart and turned into compost.  New Earth is the current contractor that receives and composts the material.  The contract is expiring in December 2019 after five years and is only being renewed though December 2020 for one additional year due to a pricing increase.  A prior solicitation was cancelled because only one response was received that was not beneficial to the City.  A Request for Information (RFI) was released on November 8, 2019.  Staff has reached out to several vendors that have stated interest in this proposed contract.  A Request for Proposal (RFP) is proposed to be released for approximately 45 days following information received from the RFI. Currently being considered for inclusion in this RFP is splitting the contract between two or more vendors and allowing a potential vendor to use City property for the operation.  With these potential changes the Department is optimistic for a larger response to the solicitation.

 

 

 

ISSUE:

 

This is a high profile, multi-year professional service agreement for the disposal of organics material that the Department collects city wide.

 

 

ALTERNATIVES:

 

The SWMD would most likely consider either renegotiating another year extension with the current disposal site likely at a higher cost, or disposal of this material in the landfill at approximately $25 per ton until a suitable contract or other option for organics processing could be procured.  Landfill disposal of the organics material will negatively affect the City’s ability to achieve the recycling goal established by the City Council.

 

 

FISCAL IMPACT:

 

This pre-solicitation briefing is for the 2021 Organics Material Processing Contract Request for Proposals. The presentation will provide a brief scope and overview of the solicitation. There is no impact to the City’s Budget.

 

 

RECOMMENDATION:

 

Staff recommends approving the solicitation process for Organics Material Disposal.
