Contract Award:  District 7 Drainage Improvements

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive bid and awarding a construction contract to E-Z Bel Construction, LLC in the amount of $1,490,624.22 of which $232,345.67 will be reimbursed by San Antonio Water System (SAWS) and $95,520.00 will be reimbursed by CPS Energy for the District 7 Drainage Improvements Project, a previously authorized debt funded project, located in Council District 7.

 

BACKGROUND INFORMATION:

 

Project Background

As part of the FY 2018 Budget $2,000,000.00 was approved for drainage improvements including street reconstruction and sidewalks for the District 7 Drainage Improvements Project.  Freeman Drive to Loy Drive within District 7 has historically experienced flooding and drainage issues.  The District 7 Drainage Improvements Project will provide for the installation of a storm drain system along Freeman Drive from Apache Creek to Piper Drive and Piper Drive to Loy Drive, the reconstruction of pavement, sidewalks, curb, driveway approaches and associated utility improvements.  Project construction is anticipated to begin in January 2020 and estimated to be completed by August 2020.

 

Procurement of Services

This project was advertised August 28, 2019 for construction bids in the San Antonio Hart Beat, on the City’s Texas Electronic State Business Daily, on TVSA, through the electronic bidding site CIVCAST website, on the and through the TCI Small Business Office.  Bids were opened on October 1, 2019 and four (4) bids were received.  Of these E-Z Bel Construction LLC, submitted the lowest responsive bid. 

 

This contract will be awarded in compliance with the new Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts to be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority and women-owned business participation on the contract.  The Goal Setting Committee set a 19% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 2% African American Business Enterprise (AABE) subcontracting goal.  E-Z Bel Construction, LLC has committed to meeting the subcontractor participation goal.

 

This construction contract was developed utilizing the low bid process.  Therefore, a Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance accepts the lowest responsive bid and awards a construction contract to E-Z Bel Construction, LLC in the amount of $1,490,624.22 of which $232,345.67 will be reimbursed by San Antonio Water System (SAWS) and $95,520.00 will be reimbursed by CPS Energy for the District 7 Drainage Improvements Project, a previously authorized debt funded project, in Council District 7.

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project.  Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $1,490,624.22 authorized payable to E-Z Bel Construction, LLC of which $232,345.67 will be reimbursed by San Antonio Water System (SAWS) and $95,520.00 will be reimbursed by CPS Energy for the District 7 Drainage Improvements Project.  Funds are available from previously authorized debt funds and are included in the FY 2020 - FY 2025 Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract to E-Z Bel Construction, LLC in the amount of $1,490,624.22 of which $232,345.67 will be reimbursed by San Antonio Water System (SAWS) and $95,520.00 will be reimbursed by CPS Energy for the District 7 Drainage Improvements Project.
