SUBJECT:

Authorize agreement with Clinical Pathology Laboratories, Inc.


SUMMARY:

This Ordinance authorizes a professional services contract with Clinical Pathology Laboratories, Inc. to provide medical laboratory testing services for the San Antonio Fire Department Wellness Center for a period commencing March 1, 2020 through February 28, 2023, with two (2) additional one-year options to renew for an estimated annual amount not to exceed $48,431.00 for a total estimated contract amount of $242,155.00. Funding for this contract is available in the FY 2020 General Fund Budget with additional funding for future fiscal years subject to City Council appropriation of funds.


BACKGROUND INFORMATION:

The FY 2010 budget approved the creation of a San Antonio Fire Department Wellness Program to monitor the health and wellness of its uniformed employees throughout their careers. This program was designed to provide early detection of serious medical conditions and encourage better health, thereby allowing our members to do their job more safely and effectively. The program was modeled after the International Association of Fire Fighters (IAFF), International Association Fire Chiefs (IAFC) Wellness-Fitness Initiative (WFI) and in accordance with National Fire Protection Association (NFPA) Standards.

A Request for Proposal was issued on August 13, 2019. One (1) proposal was received from Clinical Pathology Laboratories, Inc. The evaluation committee consisted of representatives from the San Antonio Fire Department and the University of Texas Health - San Antonio, which met on October 3, 2019 to evaluate the responsive proposal received. After review and discussion, Clinical Pathology Laboratories, Inc. was recommended for award by the evaluation committee based on committee consensus.
