Wheeled Skid Loader with Attachments

 

 

SUMMARY:

 

An ordinance accepting the offer from RDO Equipment Co. for one (1) wheeled skid loader with one severe duty construction/industrial bucket and one hydraulic breaker with a breaker cradle for the Transportation and Capital Improvements (TCI) Department for a total cost of $64,408.52. Funding for this purchase is available from the FY 2020 Advanced Transportation District Fund Budget.

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the attached offer to provide the Transportation and Capital Improvements (TCI) Department with one (1) wheeled skid loader with one severe duty construction/industrial bucket and one hydraulic breaker with a breaker cradle for a total cost of $64,408.52.  The purchase of this equipment is being funded by the Advanced Transportation District Fund.

 

This equipment will be utilized by the TCI Citywide Residential Sidewalk Repair Crew. This equipment will be used for the addition and repair of sidewalks throughout the City. This FY 2020 improvement added one Citywide Residential Sidewalk Repair Crew (7 positions) and the necessary resources for equipment and materials to implement a citywide residential sidewalk repair program. A cooperative contract was used to expedite purchase and delivery of this equipment in support of recently hired personnel for the sidewalk repair crew. This program is dedicated to repairing residential sidewalks with no more than 30% deterioration. A total of 1.9 miles of sidewalk repair will be completed through this program in FY 2020.

 

 

ISSUE:

 

The contract will provide one (1) wheeled skid loader with one severe duty construction/industrial bucket and one hydraulic breaker with a breaker cradle to meet the needs of TCI.  The addition of this unit is required for the TCI Citywide Residential Sidewalk Repair Crew which is targeting 1.9 miles of sidewalk repair throughout the City in FY 2020.  The unit will be placed in the Equipment Renewal and Replacement Fund (ERRF) upon entry into service.

 

The unit is covered by a minimum 2 years or 2,000 hours warranty that will start on the day the unit is placed in service.  The life expectancy for this equipment is 120 months. 

 

This unit will be purchased from RDO Equipment Co. utilizing the Sourcewell cooperative contract number 032515-JDC.  This purchase will be made in accordance with National Joint Powers Alliance (Sourcewell) cooperative program passed on Ordinance 2009-12-10-1002, Dated 12/10/2009.

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

 

The recommended award is an exception to the Local Preference Program.

 

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

There currently is a limited amount of equipment available for the necessary repair, improvement and addition of the City’s sidewalks; this purchase is for an additional unit for Citywide Residential Sidewalk Repair Crew to meet the growing demands of the City. Should the equipment not be purchased, the alternative is to continue to utilize the limited existing equipment and potentially delaying the delivery of essential services for the City of San Antonio.

 

FISCAL IMPACT:

 

This ordinance authorizes acceptance of a contract with RDO Equipment Co. to provide one (1) wheeled skid loader with one severe duty construction/industrial bucket and one hydraulic breaker with a breaker cradle for a total cost of $64,408.52.  Funding for this purchase is available from the FY 2020 Advanced Transportation District Fund Budget.

 

 

RECOMMENDATION:

 

Staff recommends the approval of the offer from RDO Equipment Co. to provide one wheeled skid loader with one severe duty construction/industrial bucket and one hydraulic breaker with a breaker cradle for a total cost of $64,408.52.  

 

This contract was procured on the basis of cooperative purchasing and a Contracts Disclosure Form is not required.
