SUBJECT:

 

Job Order Contract: (Task Order) Rosedale Park (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance authorizing a task order to a Job Order Contract with Jamail & Smith Construction, LP in an amount not to exceed $328,321.00 for the Rosedale Park project, a 2017 Bond funded project, located in Council District 5.

 

 

BACKGROUND INFORMATION:

 

On May 6, 2017, the City approved the 2017 Bond Program authorizing $500,000.00 for improvements to Rosedale Park located in Council District 5.  This project will provide for roof replacements, electrical upgrades, roof painting and architectural repairs to the pavilion structures at the mass pavilion area within Rosedale Park.  The project will also provide for improvements to several of the existing structures including the multi-use and eating pavilions, eight smaller booth pavilions and the kitchen pavilion. Additionally, as part of the project, new energy efficient lighting fixtures will be added to the three largest park pavilions.  One-time CPS Energy rebates for the new energy efficient lighting fixtures are estimated to be $9,000.00 with annual energy savings estimated to be $5,000.00.  Construction is anticipated to begin January 2020 and estimated to be completed by April 2020.

 

This is a task order utilizing the Job Order Contracting (JOC) approved through Ordinance 2019-02-21-0134 by City Council on February 21, 2019.  The use of the JOC delivery method provides the City with on-call construction, renovation and maintenance services for City buildings and facilities.  Assignment of JOC contractors to specific jobs is based on the contractor’s current workload, overall capacity, and familiarity with a specific facility, expertise in completing specific task and/or managing a specific trade needed to carry out the requested repair or rehabilitation. Of the ten contractors, Jamail & Smith Construction, LP was selected to submit an estimate and project schedule for this Project. 

 

This task order will be executed in compliance with the Small Business Economic Development Advocacy (SBEDA) Program requirements awarded with the JOC, which the Goal Setting Committee set a 24% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 4% African American Business Enterprise subcontracting goal.  Jamail & Smith Construction, LP has committed to a 24% M/WBE and 4% AABE subcontractor participation. 

 

The Discretionary Contracts Disclosure Form, as required by the City’s Ethics Ordinance for all Projects where subjective criteria are used to select the contractor or consultant rather than by low bid, is attached.

 

 

ISSUE:

 

This ordinance authorizes a task order to a Job Order Contract with Jamail & Smith Construction, LP in an amount not to exceed $328,321.00 for the Rosedale Park project, a 2017 Bond funded project, located in Council District 5.

 

This project will provide for roof replacements, electrical upgrades to 11 pavilions, roof painting and architectural repairs to the pavilion structures at the mass pavilion area within Rosedale Park.  The project will also provide for improvements to several of the existing structures including the multi-use and eating pavilions, eight smaller booth pavilions and the kitchen pavilion.  Additionally, as part of the project, new energy efficient lighting fixtures will be added to the three largest park pavilions.    Construction is anticipated to begin January 2020 and estimated to be completed by April 2020.

 

The remainder of Rosedale Park will remain open during construction and the contractor will work with the City’s Parks and Recreation and TCI departments in minimizing impact to event reservations for the mass pavilion area.

 

 

ALTERNATIVES:

 

As an alternative, this Project could be delivered utilizing another delivery method.  However, considering the additional time required for the solicitation process, this would adversely affect the timely completion and contractor flexibility on the Project. 

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in an amount not to exceed $328,321.00 authorized payable to Jamail & Smith Construction, LP.  Funds in the amount of $272,400.00 are available from 2017 General Obligation Bond Program and are included in the FY 2020 - FY 2025 Capital Improvement Program Budget.  Funds in the amount of $76,071.00 for the new energy efficient lighting fixtures are available from the Office of Sustainability’s Energy Efficiency Fund.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance authorizing a task order for a Job Order Contract in the amount of $328,321.00 to Jamail & Smith Construction, LP for the Rosedale Park Project.
